THE EVENING STAR. WASHINGTON bona fide daily circulation more thap trebie of any other daily paper publisbed in Washington, and much greater than that ‘The Star Out of Town, Persons leaving the city for any length of time tan have Tux Stax mailed regularly to any address ‘nd for any period they may destre, £9 All orders for the paper by mait must be accompanied by the moncy,—at the rate of fifteen cents @ week, or fifty cents per month, unless sent toa foreign country, when the price, includ- Ang postage, 15 80 cents per month, $< Washington assents to the opinion of Senators ‘Vest and Ingalls, and of Lieut. Green, expressed several years ago, that the railroad question 1s by far the most tinportant of all coucerning which legislation fs now proposed for the District of Co- lumbla. The time fixed by the Senate for the con- sideration of the railroad bills has arrived, and there 18 @ faint expectation of some favora- Die action by that body in te imme. Giate future, The evils to be remedied are the dangerous and dis‘iguring presence in two sections of the eity of unnecessarily numerous surface tracks and grade crossings, the Allegal occupation of certalu streets and reserva- ons, the fllegal use as storage yards or freight Gepots of streets and reservations rightly occupied only for transit purposes, and the gratuitous grant of the city’s only large park to corpora- ons, tavolving a shameful breach of trast. ‘Tho Fesuits of these evils are a long list of kitted or ‘Wounded citizens, the decrease or destruction of Property values, the loss to the capital of the ‘reat park of its original plan, the cutting off from the city of the river front, and the hopeless obstruction of the growth and Improvement of a large part of Washington. The remedies requested are (1) the removal of the pres- ent tracks from northeast Washington, the Balt!- more and Obio to enter the city elther along the Eastern Branch, which 1s preferred by the section specially concerned, or, if that route is not to be secured, along a single north and south street, the farther east the better, with the tracks hidden so Jar as it 1s possible in a tunnel; (2) the removal Of most of the surface tracks and grade crossings 4m South Wasijngton, either by conducting ail rail- Yoads on an elevated road along or near the river front, which course 1s preferred in that section, or as a more generally popular plan by sinking the tracks 1a their present location and by girder- tunnel and bridges overcoming the obstruc- tion to trade and travel between the main city and the river front and South Washington; and (3) ‘the clearing of all tracks and stations from the mail, and the erection of adjacent stations at Sowe point as near to its south line and the bust- nes# center of the city as can be secured. The vil of numerous surface tracks and grade cross. Angs should be corrected by Congress in any event, even if It cannot muster courage to save the park. So far as remedying the evil of illegal acts by the Fallroads fs concerned, the most that Washington can hope from Congress is that the taatter will be left to the courts, The congressional method of correcting these Mlegalities by the local rail. Toads 13 not to forfeit privileges as a punishment, or to restrain in any way the usurpations, Dut to legalize the unauthorized acta Washing- ton’s supplemental request 1s that whatever may de refused ft in the way of positive rellet against Failroad evils, Congress will also refuse to inter- ‘Yene to protect these corporations against the con- Sequences of a contemptuous disregard of the law. —— ae ‘The Important question 1s not whether Congress has sole power to bury the overhead wires or some trace of authority in the matter can be discovered, 3n the commissioners, or Whether the electric Hight ‘Wires can safely rest in the same conduit with Telegraph and telephone wires or separate con- Guits must be provided, or whether the conduits should run under sidewalk, curbing, gutter, drive- ‘Way or car-track. These are incidental matters, necessary, of course, to be investigated and decided, Dut only in perfecting the detallsot an underground, ‘system, after agreement upon the ‘al plan. ‘The important question 1s, will Congress insist ‘upon the burial of the wires? Will it say that the overhead wires must go, and enforce its order? | Representative McComas did good work for ‘Washington yesterday in the House debate on this subject. Hie made excellent use of the facts stated in the report furnished by Commissioner Raymond, of which an abstract was recently printed in Tue Star, in showing the entire practt- ‘ability of the burial of all kinds of wires in Wash- ington, It might be supposed that what has Deen done in Philadelpuia, Brooklyn and ther cities could be done here, but this report indicates that in respect tonearly haif of Washing- ‘Yon’s wires the work has been already accom- plished. Mr. McComas stated foretbly the dangers and inconveniences of the overhead system, and tn conclusion said: “If it be the sense of the House, I should like to have it say and insist that these ‘Wires shail no longer incumber the air, but shall, ‘within a reasonabie time, in a reasonable manner, and Junder reasonable conditions, be put under ground, and that no other wires shall be put above ground after the adjournment of this Congress.” ‘The House seemed to be with Mr. McComas in Uhis matter. The expressions of Senators, in the Fecent debate, tended in the same general direc- tion, No difference of opinion tn respect to details should be permitted to delay the adoption of the underground system for the Capital, or cause ‘Washington to lose the present favorabie opportu- ity of securing congressional action. ———— It may console some of the admirers of Mr. Blaine who are shedding idle tears over the nom! nation of somebody else at Chicago, to reflect tuat | what the ticket may have lost tne active canvass | ‘Will gain by his refusal to run for the Presidency. | ‘Had he been nominated, the chances are that he ‘would not have cared to repeat his campaigning experiences of four years ago. The ordinary wear and tear of @ struggle of that sort are quite enough | Yor the strength of one man, without adding to them the exhausting labors of a speech-making tour. But where he is making this effort for another, acting simply as advocate for cifent, a fairly well preserved man can endure a great deal of bard work without breaking down. As a polit- teal orator Mr. Blaine stands preeminent among | the public men of this day. His powers of elo- quence are reinforced by a particularly attractive presence, unfailing tact, and a happy manner of | meeting the people with wnom he ts brought into contract tn the course of his travels; and his fame 48 so broad that everyone who can, whether repub- can or democrat, will come to hear and see lim. He will be the great card of the year, notwith- Ang the absence of his name from the Lead of te Beket he supports. ‘The courts will have a cuauce next fall to alr to ‘their hearts’ content the familly secrets of the household of the late merchant millionatre, Alex- ander T. Stewart. Servants, clergymen, and even persons who made mere soctal calls at the house ‘Will be put on the stand in benalf of the contest- auts Who are trying to break Mra, Stewart's will ‘Dy showing undue influence exercised by Hil- ton over the old lady. There is a point at which the possession of millions be- comes more of a burden than a Diessing. A more lonely, pitiabie, pathetic figure does not appear tn the pages of fiction than that of poor Mra. Stewart—old, lame, in ill-bealth; badgered by needy relatives; threatened by Dlackmauers; preyed on by every adventurer or adventuress ‘Who could get within reach of her; ignorant of Dusiness and law, having but one friend in the World to Whom she could turn for advice in these Amatlers, aud that one a man whose enemies were constantly accusing aim of dishouest motives, Even 19 death she ts not aMowed to rest; but the whole story of her heipless widowhood must be ‘ted, With suspicion and gossip to flavor the facts, —<$<$<$<—<—s— America has become not only the dumping- ground for the paupers and criminals of tne rest Of the World, but also the eldorado where the dis- solute and bankrupt novility of other countries come to retrieve their shattered fortunes by mar- Flage With ambitious Or passe Women, who con- tribute money instead of affection to the marriage settiement, The latest instance of this sort oc curred in New York yesterday, when a rich and rather handsome widow exchanged her income froma @ life interest in an estate worth several million dollars for the right to put a ducal coronet on her note paper and undergarments.
