NOYES.... ‘she Evening Star has a regular, permanent bona fide daily circulation more thap treble that of any other daily paper publisbed in Washington, and much greater than that 1 all the other daiiy papers bere added together. ‘The Star Out of Town. Persons leaving the city for any length of time can bave Tux Stax mailed regularly to any address ‘and for any period they may desire, All orders for the paper by mail must be accompanied by the money,—at the rate of fifteen cents @ week, or fifty cents per month, unless sent toa foreign country, when the price, includ- ing postage, 13 80 cents per month. a ‘The completion of the railroad bridge across the Arthur Kill, connecting Staten Island with New dersey, adds to the dockage facilities of New York five miles of coast with deep water, and the bridge is worth many times its cost to that city. Wash- ington has been specially interested in the building of the bridge, because it was undertaken in order togive the Baltimore and Ohio Railroad a ter- iiaug in New York harbor, and has been de- layed for that reason by the influence of the Pennsylvania and New York Central Railroads, which have encouraged and supported opposition to the bridge in New Jersey. A new, independent, competing line between this city and New York could not fail to benefit both the political and commerctal capitals of the nation by cheapening and improving the means of communication be- tween them. In Baltimore the completion of the bridge is viewed as a victory for the Balti- more and Ohio road of the kind which will benefit Washington, won in spite of the bitter opposition of the Pennsylvania road and serious financial embarrassments, and giving 3t a good footing in New York harbor through the Jersey Central and Reading roads, with which, It 43 announced, the Baltimore and Ohio has a traMe contract, But tt is possible that, for a time at Jeast, the benefits to the capital will be only im- aginary. The mystertesof the detatls of the Balti- more and Ohio syndicate deal are past nding out, but if Representative Phelps, of New Jersey, ls as well informed concerning the affairs of the Penosylvanta Railroad as the public believe him to be, one effect of the transaction has Deen to remove the Baltimore and Obio from the Pennsylvania Raliroad’s list of competitors, and to make it a matter of indifference to the latter ‘whether or not the former succeeds in obtaining a foothold in New York. Mr. Phelps, in opposing the extension of time for the bridge's completion, said: “During the year which has elapsed siace the Forty-ninth Congress passed the bill the man- | agement of the Baltimore and Ohio road has been | changed. The influence of the Pennsylvania road | aided in making the change. The two great roads | are now worked in such harmony that it argues and perhaps proves that the interests of the two roads are one * * * The Pennsylvania road has now not even a motive of opposition. When these jgmigrants reach our shores they huddle together in cities, because they have been found worthless &s farm laborers and la most mechaaical pursuits, ‘The suffering among them can scarcely fall to be great next winter. Information should in some way be brought to these people in their European ‘homes of the true condition of affairs in America, ‘so that no foreigner need cross the ocean tn this condition of dense ignorance, foretelling suffering, of What really awaits him on bis arrival. —$ $< << ‘There is good ground for the optimistic view of the railroad building done in this country ia 1887, ‘Which represents it as, in the main, reacking out Anto new territory instead of duplicating lunes of traMic already in existence. In the south, the rail. road butlding boom has been a natural sequence Of the development of the mineral resources of ‘Uaat section, aad there the Meld has already been filed to such an extent that future ventures must be cautiously undertaken. Some of the New York drivers guilty of this offense are not even arrested; most of the others get out on and few— few are ever brought to trlal.
