WASHINGTON: The coroner's jury in the case of Mr. Golway, killed by the Baltimore and Potomac Railroad, find that the train which killed him was moving at ap legal rate of speed within the city limits This tndipg, which takes the somewhat unusual course of attaching responsibility for the accident to some one else than the dead man, will doubtless stir the public for a few aays, and during that period the local railroads will probably slacken the speed of thetr trains oa entering and leaving the city. But any one who has observed the course of events in similar acct- dents of the past will not expect the public memory and the railroads’ regard of law to out- last the week. The duty of regulating the speed of trains while traversing the city streets, and of enforcing the regulations when made, falls upon the Commissioners and the police authorities respectively. ‘The railroads are forbidden to travel faster than twelve miles an hour within the city, and the au- thorities should see that this regulation, which is Bow constantly violated, 18 obeyed. There are very few ways in which better service in the pro- Yeetton of life and limb can be rendered to citizens ‘than im compelling the roads to observe the law concerning speed, and concerning the proper guarding of street-orossings at grade. Every ac- cident of this kind potnts also to the necessity of abolishing surtace tracks and grade crossings alto- gether from the streets of crowded cities.
