Se ‘The District's day in the House yesterday was not entirely wasted, though the subject of ‘pensions to the ex-soldiersot the United States eceupied more of the Districts time than any topic of local concern. The bills increasing the police force and the number of station-houses, and providing for police matrons, meet urgent pubiic needs, and the District is to be congratulatea that this legislation has run the gauntlet of ‘We House successfully. The dangers which bave ‘threatened it have not been based upon objections ‘to It on its merits, but upon the diMicuity of secur- ing attention to it at all, in view of the disposition of the House to devote the District days to national legislation, or to waste them by filibustering. It seems almost impossible for some inembers of Con- ‘gress to appreciate that they constitute the local legislature of the District as wed as a na tional legislature; that the attention which they are asked to give to District af- fairs 13 not a matter of favoritism but Of constitutional duty; that there is no re- proach to Congress in charging that on certain hours of the session “all the great measures con- nected with the interésts of the country are crowded aside in order to increase the police force of the District of Columbia,” and that 2 failure thus to set aside national affairs on the days promised to the capital is not only a breach Of faith, Dut a violation of congressional duty. —— Mr. Golway, who was killed by a Baltimore and Potomac train last night, put himseif in the way of Geatb ip a brave and successful attempt to save ‘the life of another, and to that extent contributed to the disaster to himself; but does all the responsibility fall upon him? Within tne last Year three citizens of the District have been killed by incoming trains on the local rail- Toads, one on the Metropolitan Branch of ‘the Baltimore and Ohio, one on the Washington Branch, and the last on the Baltimore and Poto- mac. Ip all these cases it has been claimed that | the trains were running at a rate of speed greater | ‘than the District law allows. In the present case {t is stated that the train was running very Tapidly, though within the city limits, a3 no one ‘Was expected to be in the way so near the mouth of the Navy-Yard tunnel. Whatever may be the finding in the present instance, a warning should De derived from tt which will secure a better observance in the future of the law or regulation concerning the speed of trains within the city Uumita. It is nonsense to arrest equestrians and Dicyelists for fast driving, if the railroads can send their engines along the city streets at any Tave of speed they please, and kill people through ‘Such violation of the law with impunity. Every | coroner's jury which examines into a death caused Dy a moving train should ascertain clearly whetber ‘the rate of speed was legal Commissioners and Police authorities should see to it that this law is obeyed. The general impression on the subject is ‘that it is violated every day. ee ‘The Blof the Citizen’s Committee for the tm- provement of the form of District government has Deen introduced in the Senate. Now it ought to be pigeon-holed and put out of the way of practi- | ai measures for the benefit of the District, upon | ‘Which there is a prospect of substantial agree. ment by citizens.
