Baxriwoxe, June %.—Senator Hale’s subeommit- tee resumed Its investigation this morning of how the elvil-service laws have been carried out im this city. ‘The frst witness called was W. T. Henderson, who was a post-office Inspector for iliteen years: up to 1886, when he resigned, He testified that under’ Postmaster Veazey all employes in the money-order service were removed, There was aiso evidence of mismangement in the office. A number of bags containing mail matter, mostly circulars, were found siowed away in the Cellar. Mr. Veazey sent for Mr. Freeb who said ‘the “clerks were waiting to time to attend this mall matter. Officer Slack Succeeds im Capturing the Murderer of Oificer Arnold, ‘THR DESPERADO POUND NEAR IVY CITY THIS MORN- ING AND LOCKED UP AFTER SOME DIFPICULTY—A REVOLVER AND BI@ KNIFE TAKEN FROM THE PRISONER. “Billy” Williams, the notorious burglar and al- lege murderer, was captured this morning by OMicer Slack. He is now at the eighth precinct ‘Station awaiting the arrival of the Alexandria au- thorities, where he is wanted on a charge of mur- dering the late Policeman Julian Arnold, of that city. He also jumped bail in this city, and is now wanted here on a charge of housebreaking at the Tesidence of Mr. Crown, in East Washington, About three weeks ago OMicer Slack arrested & young man who was with five companions, Were on the Baltimore and Ohio Railroad, near Boundary street. ‘The officer at that time sus- ected that Williams aud Curran were in the gang, ‘they escaped. Last evening Williams, Curran, and three otuers were seen near Boundary and it streets northeast, ‘THE ARREST OF WILLIAMS TO-DAY. This morning about 10 o'clock, when passing through a field beside the Baltimore and Ohio track, near Ivy City, a colored boy met Officer Slack and told him that four or five t had been staying about there. ‘The boy started with the officer to show him where he had seen them, when the officer noticed a man lying on a lumber car on the railroad track. ‘The officer recognized him as Curran. At that moment the officer saw a man coming in the di- rection of the car whom he as Wi and quickly had him under arrest. Curran bi Deen ordered off Uy the officer, and several times Williams asked him to come Uack, but the officer threatened to kill him if he returned, and tn this Way he succeeded in frightening Curran ofl. The officer walked with Williams it twenty-five yards behind Curran, ‘When he arrived at the Boundary-street cross- ing the ofticer called upon the watchman to assist hitn. ‘The latter took hold of the prisoner’s arm, and the oMcer proceeded to disarm him. He at- vempted to take a loaded revolver from him, but WILLIAMS FOUGHT DESPERATELY for the possession of the weapon, and it was some Ume before the officer su ting it from him. ‘The officer already had his nippers on Will- jams, “but further trouble he called to “a lady in the _ neighbor! ‘who brought him a piece of rope with which he ued the prisoner. Williams then said that be would submit, and sala that he would rather Officer Slack to have taken him than any other officer. WILLIAMS MAKES THREATS. ‘The officer then proceeded with him to the patrol box, at 8th and H streets northeast.
