There are few papers of Mnanctal responsibility which cannot testify to such cases of attempt to plunder. Recently tn Detroit the plainti! in @ suit against the Journal of that city discontinued his case in the face of the protest of his attorney, who bad made a written agreement with him that the law. yer's compensation should be one-half of what defendant paid in case plaintiff won or the case was settled, and nothing if plaintiff lost. This plaintiff stated “that he would not have brought the suit except for the repeated tmportuning of no less than five different ‘attorneys,’ who kept ‘nagging at him’ to get him to bring sult. The only reservation made by the Constitution in cases like This Is in the clause, “unless the Congress, by their adjournment, prevent its return.” In the present instance the Congress did not adjourn, but only ‘one chamber. It does not seem probable, bowever, That the framer¥ of the Constitution intended to allow one of the cojrdinate branches of the gov- ernment to defeat the work of another by @ tech- {this sort, and the delivery of the bill, the accompanying veto message, to the ‘omicer who ordinarily has the eustody of such doc- uments, would naturally De construed by the Sasa vaild return, By any other interpre- om, a hostile majority in elther house of Con- gress could force the President, at will, into a jalse position whenever It chose, and rob him of the share which the Constitution has expressiy imposed upon him in the work of making laws for tue republic.
