Even the whole of the President's low-tariff message 13 not frankly ap- proved, but only “the doctrines * * * that um necessary taxation 1$ unjust taxation; that taxa- ton * * * benefiting the few at the ex- pense of the many is @ perversion of the national power;” that the correc- tion of the evils indicated will be the best thing for American industry and the public inter- est# generally; that the Treasury surplus is a saenace to trade; and that, “im reducing taxation, the interest of American labor should be carefully regarded.” But the specific recommendations of the message are ignored, and the convention had apparently never heard of the Mills bill These are significant omissions. New York state has in- dustries dependent largely on the protective tariff for their prosperity, in which bundreds of millions of dollars are invested. To bring this home to the mind of the reader, let him imagine the planet Mars expanded tothe size of the earch, aud the United States laid out upon its surface; then let him fancy acanal artificially constructed as wide as the state of Pennsylvania and extending lengthwise the full width of the United States from ocean to ocean—and notmerely one such canal, but a series of them following par- allel lines. Another comparison ts suggested—not toemphasize simply the dimensions of the canals, but to indicat? the hugeness of the work of con- structing them. We have learned to regard te Suez Canal, regardless of the sand bed through which most of the excavation was made, as a splendid engineering feat. Yet that ts only 100 miles long and 325 feet wide at the widest part of the surface, and it took something like fifteen years to build, with the best mechanical appll- ances in use in this golden age of invention. What must be the strength and skill of the tn- habitants of our little sister planet if they can turn out one or more artificial water-ducts, each twenty times longer and twelve hundred times broader than the Suez Canal, during each period of three years in which their work ts hid from our imspection! For the present, it 1s pretty safe to say that plain, practical people will accept Pro- fessor Proctor’s theory in preference to that of Scbiapparelll and Parrotin, <<< Senator Spooner’s bill for the issue of a 23 per cent government bond to run fifty years and to be interconvertible with other bonds already issued and with any form of currency, recalis the inter- convertible bond scheme long championed by Representative Kelley, of Pennsylvania, during the days of the inflation agitation. It has a pecullar merit Just at this time, however, in supplying a means for continuing the national banking system upon its present basis, and for re- ductng the interest charges now borne by the gov- ernment. The banks everywhere will doubtless be glad to make the change, call in their ‘old bonds and take out the new ones to deposit as security for their circulation. But why is the in- terest set at 23 percent? Could not a2 per cent Dond, with ity years to run, be floated equally well?
