On his deathbed he gave two $1,000 United States 4 per cent registered bonds to his sister and one $5004 per cent registered bond to Rev. James A. Buck, chaplain of the home. Application was made to the Secretary of the Treasury to have the bonds transferred on the books of the Treasury to ‘the holders, The question of the legality of such a transfer was referred to the First Controller, and to-day he decided that such a course would be contrary to and in direct violation of the regula- ons and the uniform: ‘of the Department. James W. Welch, the ex-lamplighter who brutally assaulted his wife last Thursday morn- ing at her home, No. 2216 Cleveland avenue, as stated in THE Srin, Was arrested Saturday night 4 the yard in the rear of bis wife's house. After the assault he sent his wife a letter telling her that unless he was given possession of their son their next meeting would be a sorrowful one. juently he sent her a vel noufying her that _he was in New York. Saturday after- noon Mrs. Welch learned that her husband was in the neighborhood, and she sent word to the police. Sergeant Dunnigan and Officer Pearson went to Mrs. Welch’s house about 8 o'clock. The officer placed him under arrest, and, with considerabie troubie, he was dragged to tue street, where Oficer Pear- son came to the sergeant’s assistance and the Prisoner kicked him in, the abdomen, severely injuring him.
