The writer 4s a retired army surgeon, who concelved the natural idea that, with a house of his own, fasti- toned according to his individual taste, life might be passed very pleasantly in Washington; but he sound, as Will be seen by his letter elsewhere, that the road leading to the reallzation of his hopes ‘Was a troublous and costly one, and his experiences ‘were such as to deter rather than encourage others having like thoughts in mind. Indeed, hard as his Jot was, It is easy to understand that it was due more to good luck than to the protective provisions of the law in question that he ‘was not despotied of much larger sums by those to Whose cruel mercy he was exposed. The law, as construed in {ts operation and intent by those familiar with its provisions, certainly affords ample opportunity for still farther extortions, either through the negligence or raseality of those ‘with whom he had to deal.
