It takes the ground that the definition of the word “laymen” as including women, by the general conference of 1872 cannot be construed to assert their eligi Dility for the office of lay delegate, and that the latter point can be decided only by an amend- ment to the chitch constitution. But the constt- tution, as 1t now stards, causes women to be either eligible or ineligible as delegates, and the responsibility of deciding this questton ts upon the general conference, and a decision is neces- sary before it can be known whathape an amend- ment should take. If the constitution neither specifically admits nor specifically excludes women as delegaves, and the word layman is accepted as of the couamon gender, It seems to be a logical in- ference that the only inquiry which may be made with reference toa woman who presents herself ‘with proper credentials as a delegate ts as to ber age, the term of her membership, and such ner qualifications as are required in the case ot male delegates, and that @ constitutional amendment would be necessary to make wo- men ineligible. Women constitute a majority of the membership of the church, and, by the concession of the bishops themselves do an immense amount of active and useful work for it im Doth the spiritual and the temporal fields. ‘The only domain in which anybody seems dis- posed to deny them an equal share of power and responsibility with the men is that of government; and such excluston is viewed by the progressives a8 a strange policy on the part of an écclestastical organization which has been a pioneer in so many notable reforms, — ‘The letters of eminent republicans read at the anti-saloon conference in New York on Wednes- day were the most interesting feature of the ses- sion, It was easy enough to judge how the rank and file of the party felt on the question of com- bination between politics and dramselling, but there was room for doubt whether any of the republican leaders—especially those who are counted among the Presidential posstbiitties— ‘would be willing to commit thomseives to the new reform as long as the liquor power maintains sucn a grip as it has now upon the machinery of caucuses, conventions and polling. Senator Sherman ex- pressed himself as ready to “support all reason- able measures tending to restrain the evils that comfessediy flow from the sale of liquor in the saloon”—a guarded form of statement which per- mitted him to explain later that temperance reform is a local issue after all, and that in Obio high license has been found towork better than prohibition. £x-Senator Har- rison testified that, in Indiana, “any dalliange between the party and the liquor league was severed” and forever. Senators Hawley and Ed- taunds compress acompiete idea into a narrow space by saying, the one, “I cordially sympathize ‘with your efforts,” and the other, “I hope the con- ference will be successful, and that the movement ‘will result in a speedy triumph.” One by one, doubtless, the leaders will be put on record, and by that record will be Juaged by the cold-water re- publicans tn case any of them figure on the national ticket of their party next fall. Mean- ‘while, the democrats do not seem tm a hurry to head off this movement for robbing them of their prohibition allies by holding an ant-saloon confer. ence in their party too, —- Governor Hill no sooner received from the New York legislature the bill restricting the Saturday half-hotlday to the months of June, July, August and September, than he was besieged by people of ‘varying opinions, some urging him to sign it and others warning him not to do so. The line of dis- tinction seemed to be drawn, as far as the work- ing classes themselves were concerned, between ‘those who were paid stated salaries and those who earned time wages. The clerk who received twelve or twenty dollars every week, irrespecti7e of what ‘was accomplished within that period, wanted his half-holiday the year around; while the mechanic ‘who earned thirty cents an hour while at work and |’ nothing at ail while idie, was as strongly inter- ested im reducing the number of holidays, half or ‘whole. This proves that the demand for a great amount of leisure is not by apy means universal among the breadwinners themselves, to say noth- ing of the general disapproval manifested by the most indulgent employers, who complain that too much relaxation 18 as demoralizing as too little, ‘New York's experiment with the weekly half-nott- day has probably settled the whole question for a ‘while in other states as well. << It is suggested that, if the Senate withholds its approval froma the Canadian treaty, and the Cana- dians thereupon renew their annoyance of our Mshermen, the President may avail himself of the retaliation act passed by the last Congress—not at rst to keep the fish of our northern neighbor from crossing our borders, but to cut off the lucrative business now done by the common carriers of the Dominion in transporting the grain, pork, &c., of the Northwestern United States to tne Eastern Seacoast. If it were not for the profits from this trade, I 13 an open question whether some of the railroad enterprises of Canada would not go rapidly toruin. ‘That ts what consetvative, far-sight-d Englishmen, unmoved by local preju- dice and passion, have foreseen all along, and tt has caused them to urge their Canadian foster- brethren to move slowly in picking quarrels with the United States. This, with Connecticut's endorsement a day or two ago, disposes of the argument made by some of the enemies of the Adutnistration that the democrats in these great suanufacturing states would not dare endorse the tariff-reform principles of the President they voted for four years ago.
