WASHINGTON: THURS! = ‘The Evening Star has regular, perwanent bona fide daily circnlation more than treble that of any other daily paper published is Washington, and much greater than that of all the other daily papers here added ‘The investigation by a Senate committee of the Subject of street-railway taxation in the District Of Columbia gives special local interest to an artl- cle on “Municipal Revenue {rom Street Railways,” Dy D. R. Dewey, in a very recent publication of the American Economic Association. An analysis of ‘the replies made to the circulars sent shows that ‘Where are eight different ways of obtaining spectai revenues from such railways in use in American cities and two Indirect methods of securing a bene- Bt to the public from the profits of the companies. ‘These indirect methods are, first, a condition re- quiring the company to construct bridges and pave and keep streets in good repair, by which the city Becures free of expense no inconsiderable amount Of improvement upon streets; and, second, the Practice which prevails in Cleveland alone of ‘seil- Ang periodically the franchise to the company ‘Witch will reduce the fare to the lowest rate, In @iscussing the paving requirement attention ts called by Mr. Dewey co the complaint of the Dis- trict Commissioners in 1886 that Washington lacks the Baltimore provision requiring the com- panies, in paving between their tracks and ralls, to ‘use comparatively smooth biocks, either of gran- ite or asphalt. The first of the eight direct Ibethods of obtaining revenue enumerated 1s ordt- Bary taxation of real and personal property, in- cluding the taxation of stock, occasionally the roadbed, im exceptional cases the Plant invested im the rails, and, in San Francisco, the franchise Itself. The Second, third and fourth methods are by car Heenses, either according to the number of cars or to inside measurement or car length; licenses from drivers, and general license on street ratl- ways. There is little difference in principle between these licensing methods. Car licenses are the kind in most general use, ranging in ‘amount from $2.50 per car in Springfleid, Illinots, to $50 In Loufsville, Philade!phia and Chicago. ‘The nfth method, a tax on dividends, ts, when Jevied, a state and not a city tax. The sixth Method requires the payment of a certain per- centage of gross receipts or net earnings into the city treasury. In 1859 the frst Street railway of Baltimore was required to Pay 20 per cent of the gross receipts for the maintenance of pubiie parks, but ‘this rate has since been cut down to nine per cent. It ts said that this was the first time that an Amer- ean city availed itself of the value of such a fran- chise, and that as a result of the policy Baltimore Bas secured for its park system during the past ten years an average of $100,000 per year. } In some Cities the payment of a percentage of gross re- Ceipts ts in lieu of all other taxes, and Mr. Dewey calls attention to the fact that in such cases the munictpality, seeking for spectal revenue, relieves ‘the railways of all other burtens, Tux Stax bas fontended in the same direction that the payment Of a percentage of gross receipts shoult not be In Meu of all other taxes. The experience of Baltimore shows, also, that the requirement of the same Percentage from all companies, whether young or old, and whether occupying a densely or ‘Sparsely settled section. is by no means just. ‘The sevents and eighth methods are by the sale and rental of the franchises, respectively. New Orieans has cgnsistently sold such franchises for Municipal profit. In S79 it recet¥ed $630,000 for the franchises of three Itnes for 25 years, and there have been many such sales since then. In 1886 nearly one-eighth of the total expenditures Of the year was met by the sale of one of these franchises. The law recently passed for New York, the sales under nd the high premiums paid last year for the franchises of two routes Rave already been brought to the attention of the readers of Tae Stak. The only ci: Which ts sala to rent such franchises is Providence, which, in addition to the customary taxes, levies am annual assessment amounting to $8,000, a8 compensation tor use or rent of the Streets. The amount can be changed at will, and ‘the courts have decided tuat the assessment ts lawtul. ‘The general view of what American cities have Gone tn the way of sharing public burdens with ‘the corporations which they create, furnished by this articie, can hardly fati to supply vaiuavie ‘Suggestions to the District legislature. Since the desperate straits into which New York tty was thrown by the March Dilzzara, with its leading streets unlighted and the communication Dy wire between its several sections cut off, a genera! demand las been made upon the mayor to enforce the law requiring the telegraph ana Clectric-lighting companies to put their wires ‘Under ground as fast as space could be made for ‘them. Tis demand bas been intensified of late ‘Dy several fatalities occurring through careless hanging of overhead wires. But Mr. Hewitt, who could wrangle for months over a question of how ‘Many flags should float from the roof of the city hall, hesitates to take the first step of ordering ‘the commissioner of public works to send out a gang of laborers with axes and picks to take down the poles. General Newton, the couwntssioner, ts Just the man to execute such an order, and Mr. ‘Hewitt, unless his disposition has changed won- Gertully within a brief period, is just the man to issue it, Why so much delay has occurred 1s what ‘Bo one can find out, What the legislature of New York has done for the chief city of that state by giving it a statute ‘Which it can enforce whenever tts chief executive OMficer sees fit, Congress can certainly do for the capital cityof the nation, The unsightly poles are increasing tn number tn our streets, and now and ‘then making themselves more obnoxious than ever by Invading private premises. Every wire now strung on them should go into an under- ground conduit, and one day this will be done. ‘Congress and the corporations are only postponing ‘the Inevitabie; and the sooner the public voice is eeded the less will be the labor and expense in_ ‘Volved in the change. —— ‘The current number of Harper's Weekly finds, first, that the Ohio republican platform fore- €asts the mltional republican platform, and, gecond, that the Ohio platform contains no allusion to civil-service reform, and Upon these findings it lifts up tts voice against “the utter hypocrisy and hollowness of Fepubiican comments upon the President's course” 4m respect to reform of the civil service. Evidently ‘Mt will not do for those republicans who make no Feform pledges to express any sympathy with the Weekly in its cowplaints against the wresident for falling short of the expecta- tions of his independent friends, based On alleged assurances from him. Punishment Of the President for his shortcom!ngs in this respect seems to be viewed by the Weekly as a strictly fauilly affair, to be administered by itself alone, and of Which the rest of tue world has no right even to take notice.
