Ce a ‘Tue cause of the dead-lock which now exists in ‘the House of Kepresentatives, and which threatens: ‘o prevent all legislation for a while, $s a bill to re- fund, from the federal treasury, the direct tax levied on the states and territories under the act of August 5, 1861, to raise money for carrying on ‘the war. Of the $20,000,000 proposed in the statute Of 1861, only $17,350,685 was ever collected— Alabama, Arkansas, Colorado Territory, Flor- ida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Utah Territory, Virginta, and Washington ‘Terri tory having avoided payment in their cornorate capacity, although, in some of the Southern states ‘ten in rebellion, collections were made here and ‘there from the property of individuala. The District of Columbia would come im for somewhat less ‘than $50,000 under the redistribution If 1t should take place. The theory upon which the pro- posal to refund ts based, is that the uncollected tax still stands on the Treasury books as a debt, Which must, in fustice te all concerned, be collected, of else charged off by the repayment of ‘the money Which was collected. Itts opposed on ‘the ground that,as in the southern states the levies ‘Were made On individuals, the only fair course 18 to find those individuals and give their money ‘Dack to them directiy, and also because the cotton tax, Which drew from the southern states almost $70,000,000, and the constitutionality of which 1s sul voldiy disputed, bas never been repaid, ‘The most noteworthy feature of the present Struggle is its relation to the question of tariff re- ‘visto. AS long us the deadlock continues, not a stroke of work can be done on any other measure than the oue tm controversy. The consideration Of the Mills bill was set down for Tuesday of next ‘Week, but it must give way unless one party to the Geadiock or the other surrenders. The appropri- ‘ation Dills, of course, take precedence of every- ‘hing, and must ve got out of the way before the 30th of June; therefore they are likely to antag- Onize the Mills bill fatally if that measure has to wait long for a hearing. Strange to say, the very men who involved the House in its tangie are among the strongest friends of tariff eduction. The high protectionists are chuckling over this. Almost any turn affairs may take now ‘Will be welcometo them. If the deadlock con- tnues long enough to stave off consideration of ‘the Mills bill till after the presidential conven- ons have been held, they will be satisfied; if it is broken by the surrender of the filibusters, the ap- propriation for refunding the tax of 1861 will make enough of a hole in the surplusto rob the Jow-tarif wen of thetr plea for the reduction of revenue, by twenty percent, for one year at least, ‘while, if it ts broken by the majority's agreeing to include the cotton tax, the surplus Will be prac- eally wiped out altogether, and the reformers Will be forced to go before the country on the plain issue of a revenue tariff as opposed to a pro- fective tariff. — - = —__ ‘The District appropriation bill. as reported, does ‘Bot give very favorable consideration to the per- mit system Of improving sub-streets, alleys and sidewalks which in some respects has worked so ‘Satisfactorily, and to the advantage of both Dis- trict and citizens. The amount of the appropria- ‘on 18 reduced instead of being increased as recommended by the Commissioners and desired ‘Dy the people. The proportion of the cost assessed upon the property-owners 1s increased from the expense of labor, or about one-third, to one-half. The latter change would not be of so much consequence if the only work ‘Which could be done under the appropriation ‘Were strictly “permit” work, that 1s, “public tm- Provement requested by a property-owner,” as the term is defined in Capt Griffin’s last annual re. port, But there is no such restriction.
