Commissioner Webb responded to a toast to the District of Columbia, The District, he regarded, as the most remarkable Iittle territory in thecoun- try. He did_not think our ancestors did agrander Uilng than they did when they set_aside this ter- titory to be the residence of the Government, and when they limited jurisdiction over it to Congress. He was one of those who thougnt it Unwise to meddle with the government they estab- lished. After referring to the various forms of government that have existed in the District, he Said he considered the present form provided the best municipal government ever devised tor community. The District had been an expet mental ground, where all kinds of governments had been tried, and_ now it was totry others. ‘The District was in itself a most import. ant part of the Government of the country, a tact which he did not think was Wed as ik should be. When the time came, at the outbreak of the war, that tried the Institutions of the coun- portance of the District was recognized.
