This is not an entirely new idea. In one arthern city of some fifty thousand inhabitants ‘ne lecal board of trade hall is used twoor three eveniags every week for popular gatherings of some kind. According to Mr. Mitchell, a member from New Brunswick, the United States have done their share, but the Macdonald govern- ment has ignored its obligations in return. This accusation brougnt (Sir John himself to his feet, who repelled the idea of bad faith, and de- clared that the language of the statute was dis- Tinetly permissive—not mandatory—and that his government had simply exercised a wise discre- tion in taking care of the interests of Its own peo- ple first. This isthe shape in which tne quarrel stood when the newspaper report came to a full Stop.
