Noves, ‘Treas. Evening Star Newspaper Co, Sworn to apd subscribed before me this twenty. sixth day of March, A. D. 1888. A.BOREUY, - Notary Public. —————— ‘The opening of the International Counell of ‘Wowen Ip this city waturally suggests a retrospect over the forty years which bave passed since the “woman’s-rights” movement began with anything upproaching an organization. Its a noteworthy fact that the Woman Who was then the acknow!- ‘edged leader of this novel crusade is stit! a prom!- nent figure—perhaps the most prominent agure— im every great gathering of her sex. What ‘MPS Stanton has not seen and does not know of the work to which she has devoted the Dest years of a busy life it would be hand to dis- cover, But the changes she has witnessed in the condition of Womankind 1s indeed a marvel. The iarried women’s acts of 1848 and 1849, passed by ‘the legislature of her own state and widely copted Dy others, granting to wives the right to hold as their separate property anything which they owned at the time of their marriage or of which they decame possessed at a later date through in- Leritance or conveyance from other persons than thetr RusBands, was the first step of a series, taken with fitting deliberation and caution, toward the recognition of woman's identity 8 an individual, without regard to her family ties ‘of Blood of wedlock. At the same time a hundred callings which formerly were closed against ‘Women on account of the tradition that their sex 13 weak and incompetent to perform the ordinary Guties of Dread-winners, are now not only opened to them but positively offer a welcome to those who are brave enough to enter. The industrial censuses of England and the United States tell the same story of advancement. Woigen have at- tained celebrity in the pulpit, at the Dar, ae practl- Uionersof medicine, in the fine arts and on the press Tt would be easy to dill columns with the record of thetr achievements tn various callings to which tuey have shown themselves admirably adapted, and which once they could not have pursued without unsexing themselves. Of course, at the Dottom of every effort by the reformers to lift woman out of her old narrow sphere into a Droader and better one, bas lain the idea of pro- caring for her the elective franchise. In some parts of our country and in respect to certain elec. tons they have succeeded. There are to-day ‘Women serving as mayors, as justices, a3 aider- me, and in other official capacities to which they have been raised in part by the ballots of other ‘women. Whether or not one believes that society ‘would be improved by giving woman a larger share im ts government it will not do to treat the sut- frage movement with anything but respect. That st 1s not yet completety victorious is no argument against its positive usefulness as a factor in his- tory. It has at least served to keep the pubilc in- ‘Terest allve and the public conscience awake tothe ‘wrongs which womankind really suffered in the past, and from which the legislation of forty years’ progress In Anglo-Saxon civilization nas Drought or @ large measure of relter. Sree, coming congested around those patie Siqnafactured for the Loxttirate Furaiti Marcus Stone's Exquisite ——— ‘The argument by a correspondent that the ‘Washington taxpayer will not profit by high ligense in the same manner and to the same ex- tet as the taxpayers of other cities overlooks sev- eral considerations, In this city the license money pot only becomes part of the city’s revenue but It swells the amount which 18 to be equalled by the Government in its appropriations for the District. ‘So that each dollar paid for licenses does double ‘Work forthe taxpayer of thiscity. The fact that uo Treasury Of the United States is the treasury of the District does not alter the case. All the District revenues, including the unex- ‘pended surplus in the Treasury, should of course be appropriated and expended for the benefit of ‘the District as soon as possible. But the existence ot ® surplus is no argument for a reduction of licenses, or against an increase. If the people of tue Duitrict are overtaxed, the rate of taxation sould be decreased. But with the present needs of the city in view, Washington will probably Rnd no diMeulty in spending to great advantage, ali Chat it can get from licenses, general taxes at ‘(ke present rate, the proportionate quota of the ‘United States, unappropriated surpius and all, a ‘To-morrow the bill to grant a charter tothe ‘Nicaragua Canal Co. comes up in the House of ‘Hepresentatives, Raving already passed the Sen- ate. This isa measure of great national import- ‘ance, and it is to be hoped that our national legis- lature will not allow itself to be diverted trom a full and fair consideration of the measure by merely obstructive tactica. If the measure be what its friends claim, the best interests of the country demand its passage; the more 99, since ‘this request before Congress ts not for money or guarantee, Dut simply a charter to do the work ‘tbat the government of Nicaragua bas already granted a.concession to do. If, on the contrary, ‘the measure be pot for the interests of the country, that fact should be so plainly demonstrated as to ywevent the application ever being renewed, << ‘appears from a communication pubilshed in enother column that while the extreme prohibi- tonists and liquor-dealers both oppose high oes se they do not agree in doing so. Apparentiy the former opponents have agreed not to agree in ‘amy respect, agd thetr common action must be construed a8 an additional indication of disagree- ment AS a matter of fact, however, they do evidently agree in their treatment of the high- Meense question. This concord may be painful and ucnatural to Doth of them, but the observant public cannot be deceived as to the fact of its ‘existence, <<< ‘The quatre! between the Chicago, Burlington end Quincy Railroad Company and its neighbor, tbe Chicagu, Hock Island and Pacife, has reached a stage where the whole public is likely to take an interest in the developments.
