Among the executive communicavions presented and ‘Was one from the President, with a letter from the Secretary of State, and documents And correspondence in regard to the recent fishery negotiations. Mr. Morrill, from the committee on flnance, re- ported back (adversely) the bill (Introduced by Mr. Beck) for the retirement of United States legal Vender and national bank notes of stall denomi- Rations, and for the issue of “coin” certificates in Neu of “gold and stiver” certificates, Calendar, Mr. Beck gave notice that he would, next Tues- day morning, and trotn that time on (if he could hot be herd then), endeavor to have the bill taken from the calendar and passed, Mir, Morris also reported back (favorably and with an amendment) the House bill to provide for the purchase of United States bonds by the Secre- tary of the ‘Treasury, and gave notice that he Would call tv up at an early date, Calendar, Mr. Beck offered an amendinent to the latter bill, whieh was ordered printed, Mr. ‘Teller introduced a joint resolution directing the Secretury of tite Interior (by means of the di- rector of the Geological Survey) tO investigate the practleablilty of constructing reservoirs for the Storage Of water in the arid region of the United States, and to report to Congress, and asked for its immediate consideration. ‘There was no objection, and the joint resolution was passed ‘Mr. SaWyer reported back (adversely) the bill for the construction of a bridge across the Mississtppl River at Memphis, “Calendar, A mtaority. report was presented by Mr. Gibson on bebulf of himselt and Senators Ransom, Coke and Kenna. Mr. Har- Tis gave notice that $6 soon as the bill was printed he should aak for its consideration. MR HARRIS AND THE DUTY ON HEMP. Mr. Harris, referring to the speech of Mr, Plumb on March Ist, in regard to the tariff, sent to the clerk’s desk and had read an extract from the re- oro of the speech in the Record, in which the Senator from Tennessee was accused of partici- pating with the Kentucky Senators in tue rob- ry which the great duty on hemp (retained or increased in the tariff amendment of 1883) pro- duced. He said that he had the clerk of the fuance committee examine the records of that committee ‘on the subject of tne tariff of 1883, and had learned that the question of change of duty on hemp had not been brought up at all, eltber in committee or in the Senate. ‘The only sub; approximating it was a proj " and Jute butts on ths free nd his (ilaitis’) name appeared on the list of yeas in favor of that Proposition, MK, PLUMB REPLIES TO XR. HARRIS. Mr. Plumb remarked that, notwithstanding the disclaimer of the Senator from Tennessee, the duty on hemp, or on some manufactures of hemp, had been increased “unbeknownst to anybody.” Mr, Harris suggested that if the duty on hemp had ‘been increased tn 1883 1t had’ been done through the conference committee, Mr. Piumb said he Was authorized by a member of that conference cominittee to state that the con- ference commutise had not changed the duty on enn] Mir Harris sald he did not admit. that the duty on hemp had been changed at all, If it had been it was done through the conference comn- mittee. Finally 1¢ was laid over without action, 80 as to give the committee on appropriations an’ opportu- nILy to consider it. THE RULE AS TO EXECUTIVE SESSIONS Was modified (without discussion) $0 as to read: “When a treaty shall be lald before the Senate for ratification it shall be read the first tme, and no motion in respect to it shall be in order except to refer It to @ committee, to print it in onfidence for the use of the Senate, to remove the Injunction of secrecy, or Lo consider ILin open executive ses. ston.” On motion of Mr. Berry, the House bill to enable the Secretary of the Interior to allow the addi- tonal use of hot water at ‘THR HOT SPRINGS RESERVATION, Arkansas, was taken up. ‘Mr. Jones (Ark.) opposed the bill as only aggra- vating and increasing the evils now complained of there, and he offered a substitute directing the Secretary of the Interior to take sion of all the bath-houses there, and to place tem under the control of the superintendent of the reserva- Uon, reporting to Congress the value of the fx- tures so taken. Mr. Berry oj the substitute, and advocated the House bill, He sald that the owners of bath- houses at Hou Springs had formed 4 “POOL” OR “rRUST;” that all the money received was put into a com- mon fund and divided in proportion to the capital invested; and that private visitors there who could not afford to stay at the Arlington Hotel Were discriminated against.
