Mr. Crain, who antago. nized the Senate resolution with one of bis own providing for the opening of Congressional ses stons om the Orst Monday in Jaouary, made a speech of sneering comment on the senti- mentai considerations wich prompted a return to the inauguration day hallowed by George Wash- Angton’s induction into office. And yet what, ex- cept sentiment, prompted Mr. Crain to select the Deginalng of JaaQary a5 the date for opening Con- gress? He would say, perhaps, that It was the be- ginning of a new year. But how came It to be so? ‘The choice was pureiy arvitrary.
