WHY TREASURY CLERKS OBJECT TO THE NEW RULE, AND THR VIEWS OF THE FIRST CONTKOLLER, ‘The recent Treasury Department circular which Provides that leaves of absence will be granted on Proper occasion to any clerk or employe, whose conduct and services have been satisfactory, for ‘such portion of thirty days as may remain after deducting all the days of his absence (excluding legal holidays and days when the Department 1s closed), Whether for sickness or otherwise, since ‘the first of Japuary In each year, instead of allow- ing thirty days’ leave for any one year of service, has caused a good deal dissalsfaction among the clerk, who claim that it will work hardship to tuose whose leave has been from fase duly to the end of the last year, some of whom will be deprived of fifteen days’ leave due in the year 1887, while others who have overdrawn their a account are entitled to leave at the rate of ‘two and one-half days per montn from January 1. WHAT CONTROLLER DURHAM SAYS.
