THE EVENING STAR, | Tx Beer Is Auras Desmams, [Inn Axo Grisax Liners WASHINGTON: SATURDAY ebrunry 4, 1985, bena fide daily circulation more than treble that of any other daily paper published in Washington, and much greater than that of all the other daily papers here added together. eS ‘The so-called “board of supervising inspectors of steam vessels” ought to have its name changed. It should be styled “the advisory board in behalf Of the Interests of steamer companies.” Some days ago Mr. F. A. Richardson made a forcible and quite conclusive statement before the board 4m regard to the utter inadequacy of life. Doat accommodations on steam passenger vessels, based on facts within bis own knowledge. He urged that the board should give the subject earnest consideration, with a view toa remedy of the evil. In the discusion that followed the startling concession was made by members that boats on ocean steamers rated at seventy and eighty passengers are not capable of carrying more ‘than forty. Mr. Richardson recalled a previous con- versation with Gen. Dumont, supervising Inspector general of the Doard, In which the General said § was conceded that not one of the great steamers ‘which bear precious freight between the shores of Europe and America carried anything Uke enough oats and rafts for accommodating Its passengers ‘and crew in case necessity compelled abandon- ment of the ship. This testimony before the Doard can be corroborated by every intelligent traveler by the great ocean steamers, who notes at ‘once the utter inadequacy of the trifling supply of Doxts to accommodate the vast numver of passen- ers—frequently one thousand or more per steamer in the busy seavon—tin case of disaster. Yet the board tn their report before adjourning yesterday, while admitting the inadequacy of oats on the great ocean steamers, have nothing to offer by way of remedy, and on the other hand they take the astounding position in betalf of the Steamer companies that a regulation Mmtting the number of passengers to the capacity ‘Of the boats they can carry would work a serl- ‘ous restriction upon commercet This is of a piece with the other allegation by the board in be- haif of the companies that the use of water-tight Dulk-heads in modern iron and steel steamships makes them at least 50 per cent safer than tne ships of twenty years ago. As a matter of fact ‘the so much vaunted bulk-heads have proved any- ‘thing Dut water-tight on emergency, and are altogether quite as iittle to be relied upon as the ‘oats, In case of disaster. EE A phase of the copyright question which will strike most non-professional minds as novel has beea interesting the bar of Boston lately. The owner of the copyright of the popular song, “Cradie’s Einpty; Baby's Gone,” sued the publish- er of ap edition adapted for the mechanical or- guinette for infringement of copyright. ‘fhe pub- Itsher defended himself on the ground that the yonsie prepared tor an orguinette consisted of rollsof p.per with holes of various sizes and shapes punched through ft at intervals, whereas the music protected by copyright consists of a printed sheet. ‘The court recognized the distinc- tion, It 18 a rather subue on forall that. An owner of a copyright book would, on the same principle, have no cause of action against an in- Iringet who resorted to phonograph matrices as & means of publishing a pirated edition; und yet, should the phonograph come into general use, thé phonograpite edition might completely kill the ordinary printed edition, because nine persons ‘out of ten enjoy hearing a book read better than taking the trouble to read it themselves. There Would be no intrinsic difference between this case and that of the orguinette. An orguinette is an instrument contrived for the purpose of saving persons the trouble of learning to play on an ordi- Bary orcan or metodeon. It requires only the ad- justment of a roll of punched paper and the turn- ing of a crank, and the melody can be ground out of it by the hour. ‘The puonograph, by a process outwardly identical, will talk for any length of {ime in response to the insertion of tin foil ma- trices and the revolution of a crank. It is evident that etther the copyright lawsof the United States ‘Will Bave to undergo a good many changes tomake ‘Way for the newest devices of science, or else authors and publishers will have to resort to some other means of protection. <a ‘The striking minors of the Shenandoah City and ‘West Shenandoah collieries made a very bad blun- der tm assaulting the “seabs” and the police last night. If they are curious to know why, they have only to look back over the history of labor strikes im this country for the last twenty years, and they will find the rule has been invariable, .at the resort of strikers to violence has resulted Im disaster to the strike. No longer ago than in the | Spring of 1886, when the great southwestern rail | road strike had demoralized the stock market and made everybody feel desperately blue, the policy of Martin Irons prevailed over the more prudent counsels of other ieaders, and the frst actual out- break in East St. Louts produced bloodshed. This ‘Was the signal for a complete revuision of feeling ‘among the nervous speculators of the east. They knew that the strike was doomed, and the market Degan to strengthen and prices togo up from the hour the news arrived. What Wall street pro- eveded on here was the lesson of universal expert. ence—that, in a country like ours, where every man has a right to earn his living by honest labor, any attempt to prevent him by brutal methods is ound to bring down upon Its authors the full and crushing weight of the law. That mens dnt one thing, for the power of organtzed justice ts greater than the power of a mob, every time; and when the violent element has voluntarily diawn the line ©f demarcation between Itself and the law. abiding element, and the police authority of the state as once distinctly asserted itself in defense of law and onder, the death-knellof a strike hag soundal, er | ‘The Suggestion of a sacrifice to public Dulldings | of what remains of Judiciary Square 1s again pre- | sented in connection with the proposed post-oMice building for Washington. The city needs a new | post-office badly enough, every one will adaut, and the proffer of a site on Judictary Square would be a terribie temptation. But, for all that, such a | sive should not be thought of for an instant. | Washington cannot afford to abandon the princi- ple of protecting the parksand reservations which kive the city Its characteristic picturesque beauty, even whea so substantial a bribe as this is sng. gested. The national capital must carefully guard those attractive features of Its plan which give It ‘& World-wi \¢ reputation, and sield nothing tothat ‘spirit which would build up the parks with such monstrosities as the Pension Omice building, or devote them to railroad tracks, stations, and stor- age and freight depots. a Cheap postage is at a discount in Congress. The Tlouse increases the rate on certain ebeap litera. ture, and the Senate committee reports against a One-cent letter rate. Gasp Scrervs Stock Sure. ‘Stock-taking has many advantages. It shows the profit or lossof the half year's business; shows what has sold well and what has not; shows the lines that need replenishing and the lines that need the “pruning-knife.” We take stock at the end of January because February ‘witnesses two important events in the retail dry goods trade, viz: the APPEARANCE of new spring and summer goods and the DISAPPEAR- ANCE of sil winter stock. As wecarry no goods Over, our entire stock of strictly winter atylee and febrics MUST BE SOLD THIS MONTH at a profit if possible, yet at a LOSS if necessary. You naturally expect bargains during Febru- ary, and you’ shall not be disanpointed.
