Only the conviction that it is for the best interests of the people of Wasbington should bring a vote for it ‘when the final division is taken. There is no need ‘to experiment with pronibition in the District. ‘There are numerous examples of its effect in cifferent localities, and a trial here would be only cumulative. If, therefore, prohibition is proposed for the District not because the people here are ‘Supposed to desire it as the most effective check ‘upon the rum power, but merely in pursuance of ‘tne theory that the District must be dosed experi. mentally with all the dubious nostrums of the po- Lttical doctors before they can safely be fed to the states, the project should be abandoned.
