A new kind of hardship 1s also potnted out in the fact that the denial of shore and other privileges has been very recently ex- tended even to the ports and waters of New- foundiasd and Magaalen Islands in which Amsr- feans were ‘granted the lberty to fish. ‘Hitherto it has been understood that the iberty ‘to fish within certain waters carries with it the incidental privilege of procuring bait, supplies, @c., within those waters, Another specimen grievance ts found in the unreasonable Canadian laws regulating the seizure of American vessels. ‘Such selzures are encouraged by the offer of about ‘half the prize to the captor, and the American 1s sohampered by restrictions that he has little re. ress even where the capture is palpably illegal. At the very start the Canadian law puts upon him the burden of proof of the illegality of the seizure. ‘and passed.
