NOYES. ‘She Evening Star has a regular, permanent born fide daily circulation more than treble it ef any other daily paper published in Washington, and much greater than that «fall the other duily papers here added together. ‘The reports of the sub-committees on rafircats ‘and schools, read at the meeting of the Citizens’ Committee last night, are instructive and valu- able papers, The warning against a hasty presen- tation of conclusions and demands, unaccompanied Dy the supporting facts and reasoning, has been heeded by these sub-committees, and their re- Ports, deriving special interest from the immediate Amportance of their subjects and giving every evi- Gence of painstaking and intelligent labor, are ereditable to themselves and to the Citizens’ Com- mittee, ‘The suggestions of the railroad sub-committee as to routes in the city and site of union depot are torun the gauntlet of a spectal meeting, and the Giscussion will doubtless be animated. At this stage of the movement there will naturally be contention and wide differences of opinion upon these points. Every street in East Washington will seek to escape the distinction of having the B. & O. road run upon or under 1, Northwest Washington, including Georgetown, will strive Yo bring the union depot toa location as conven- Jet of access to it as public Interests will permit, ‘and objection may be anticipated from that quar- Yerto the proposed site on reservation 17, three Squares south of the Capitol. It ts to be hoped, however, that the representatives of all the dif- Jerent interrsts to be protected will enter upon the discussion in a spirit of conciliation and compro- mise. The public geuerally will welcome gladly ‘ay plan, whether suggested by a section of the ity, or by the Commissioners, or by Congress, which will relieve northeast Washington, and as nearly as possible relieve South Washington of surface railroads, rescue the ‘Mail, and provide a union depot at @ reasonably convenient point, the nearer to the residence cen- ler of the city, without sacrificing the other ends in view, the better. The attainment of these re- sults in some way ts of more consequence than the adoption tn detail of any one plan proposed, and nothing will be accomplished unless this fact !s recognized, and unless Citizens’ Committee, Commissioners and local pres unite to con- Vince Congress that in this general desire the community is substantially unanimous, any dit- ferences of opinion as to particular routes and depot sites being of minor consequence and subordinated the harmonious demand for relief tn some shape from existing evils. To-day the United States isan asylum for all people of the earth, except the Chinese. Yet if ‘we are to judge from recent events the Chinese are far less harmful than the anarchist element ‘that has crept in with the great and desirable ‘Dody of immigrants from Germany. The Chinese, even where they have settled densely and done ‘their worst in competition with American laborers, have not bred such disasters as the active leaders and agitators of the anarchist stripe. Notwith- standing this preponderance of credit in favor We Chinese it does not follow that Ger- man immigration is to be forbidden as | ‘Cat of the Chinese waa The Chinese if objec- tionable are so as a masa The exceptions are few and far between that would prove the anti-chinese Jaw unjust. The reverse is the case in regard to ‘the German Immigrants that have landed on our shores. There is a small percentage of anarchists and criminals among them, while to the orderiy industrious German population in this country we owe no small part of the general prosperity and advancement of the newly settled sections of the ‘West. The German has also, let it be said, always assimilated well with the native born American. ‘The only way to keep down the anarchists $s to look sharply after them after they come here. With such careful detective work as ts done in New York, there need ve no alarm. One considerable reason why Chicago fared so badly in contend ng ‘with the enemies of law and order was the tact that the city trusted to private rather than oMictal detectives. Strict and intelligent police surveillance, and not proscription in the immigra- ‘on laws Is the need in this trying juncture, Mr. Howard Atkinson's solution of the fisheries G@Mieulty, whieh ts simply the purchase by the United States of Nova Scotia, New Brunswick and ‘Newfoundland, which embrace the disputed fish- ing grounds, is a good one if the advantage of a Permanent settlement of the controversy is con- Sidered.
