A saving of expense in the item of building and maintaining bridges and an enhancement of real estate values, imoreasing the District revenues from taxation, ‘will furnish some offset for the expense of the ‘work, The improvement ts likely, however, to be costly. Some parts of the city will view the work ‘with jealousy, on the ground that its advantages are purely sectional. Treatment of James Creek Canal similar to that proposed for Rock Creek 18 asked, and similar arguments, though less foreibie in the case of James Creek canal, favor the Jmprovement of both. Moreover, the necessary outlays of the city are large, and other projects promising public advantage contend for the sur- plus to be expended. There are many new expen- ‘ditures, those for additional school buildings and additional police, for instance, which could not be sacrificed, even to abate the Rock Creek nuisance. In view of these facts it will be advisable toavoid any underestimate of the cost of the work which ‘may induce the District to enter upon ft before it ean really afford it, and it will be equally tmportant to reduce the actual cost to the District to a minimum. In some way the ‘valuable land to be reclaimed tn the valley of the reek, lying directly tn the course of the growth ot fashionable, palace-building Washington, should be made to contribute directly to the expense of diverting the stream through a tunnel. ‘The indirect contribution through increased tax- able values is not enough. The smaller the ex- pense to the people of the whole city can be made, the sooner will this much-needed improvement of ‘te city’s surface be accomplisned. ——<————— A reform in the usages of this country In regard to the execution of murderers and the disposition of their remains has long been urgently needed, and (be necessity therefor has been most conclu- sively shown by the events which have transpired within the last ten days.
