Symons suggests sev- eral respects in which the water-takers of the city, and the payers of water-main taxes bear exees- sive burdens, not too great absolutely, Dut tod great in comparison with those which fall upon citizens who patronize the public hydrants, or who own only unimproved property, of upon other tax- payers generally. Three-fourth of the people, taking the water in their houses, pay for the water used by the whole city. Further, these water. Tent payers and those people whose property Is assessed for Water mains, pay all the expenses of furnishing, erecting, and maintaining the fire hydrants for the protection of property trom fire. Again, there are a large number of buildings used by the District government for various purposes which aré supplied with water, and for which the water office receives no revenue, It ts proposed to throw a fair part of tbe burden upon those who use water from the public hydrants Dy collecting from $3 to $5 per year from all prem. tes Within 500 feet of a public hydrant, which are not supplied with water In the ordinary way. Or a an alternative, to meet the cost of the water supply out of the general revenues of the District. ‘The tendeney of public opinion is rather in the latter direction. The objections to meeting the ‘Water expenses from the general fund would come most strongly from the general government, Which would doubtless point to Its original ex- clusive outlay on the water works as reileving {t from the payment of a share of current expenses; and from the District outside of Washington, ‘which contributes to the general taxes, but 1s Denefited only indirectly and remotely by the elty’s water supply. The increase in the value of unimproved city property from the immediate of a bountiful water supply to be con ‘ventently utilized when desired justifies a charge against such property to aid a little in meeting ‘the expense of furnishing that supply. And if the general government will instst upon making the people of Washington buy a half interest in the aqueduct extension, the whole peopie and not aereiy the payers of water-rents and water main taxes should supply the funds to make .the pur- chase, a ‘The London riot coming on the same day with the demonstration In Chicago over the dead an- archists seems to emphasize the cause for alarm at the possible lengths to which the Iswiess elements of population tn large cities may go. ‘The London mob was not Mghting for the right to show sympathy with the American anarchista, "They wanted to test the right of the police au- thorities to keep them out of Trafalgar Square, ‘where they have been accustomed to hold their meetings and alr their hostility to the authorities, Considering the great masses of people engaged 1n ‘the scenes of violence, few were burt. Had such an outbreak taken place yesterday in Chicago the loss of life would have been something terrible. ‘The London policeman seems to be under ‘very positive Instructions to put down disorder ‘without using his revolver. Although the stronger force of the military had to be called upon, the police held thetr own with admirable courage and Patience. The fact that the criminal element always makes itself prominent in such outbreaks as it did in Londen ought to teach work- ingmen everywhere the folly of 1urnishing oppor- ‘tunity for looting and robbery. ‘The thieves, pro- fessional burglars and garroters like nothing bet- ver than @ riot, inthe path ot which they may follow and secure booty. London has serious rea- son to fear the work this element may do, for tn the outbreaks of February, 1886, and July, 1806, private houses, shops and stores were looted and ‘the region of Hyde Park, Pall Mall, St, Jamesstreet and Grosvenor Square were devastated by the ‘thieves that always avail themselves of the oppor- ‘vanities presented by these demonstrations, There ts cause for congratulation that no such terrible outbreaks as those of 86 and ‘86 in London have ovcurred in this country. At the same time there te question whether our American police might not take lessous in managing a mob from Sir Charles Warren’s force. ‘That it tshopeless for the laboring classes to expect vy violence to secure the remedies they demand would now seem to be demonstrated. ‘The London mob and the Chicago anarchists by thetr course have forfeited the aid ot many strong friends. The way to get better laws on the stat- ute books, if they are needed, is to obey those we already have, and urge by fair and peaceable means the adoption of those desired, ————————— ‘The probability that at this time the postal ser- ‘Vice of the country is ona paying and seif-sup- porting basis tells well for the methods of the Present Administration. Under Postmasier-Gen- eral Vilas’ business management the Post omice Department for the first time tn tts history has reached the point where outlays and Income about Dalance. The deficiencies, ranging from $8,000,000 ‘to $15,000,000, that have been a drain on the Treas- ry, are finally a thing of the past. The deficiency for the year ending June 30, 1886, was $6,100,000. ‘That last year was reduced to about $4,000,000. ‘The present fiscal year an equal reduction tn the deficiency 1s going on, so that on June 30, 1887, the deficiency for the year will be about $1,000,000. ‘The transportation of the business mail of 60,000 ‘oMice-holders throughout the country ts computed to cost not less than 2,000,000 yearly. Ib ghere- fore appears that the Department will actually be Tunning at a profit before the present year closes. Asan additional credit to be allowed, it must be Temembered that the newspaper mails, that con- stitute one-third of the matter transported, yield Dut one-fortieth of the revenues of the Depart- ment. All this, coupled with the fact that there are more postinasters, more postal routes, more postal employes in this country than in any land in the world, speaks volumes for the prosperity of America in business activity and in the eujoyment of the fullest opportunities for domestic and social improvement. ———— - = ——____ ‘The impending death of Emperor William and the Crown Prince and the uncertainty attending the fate of the Chicago anarchists affected the Stock and money market last week with @ feeling of uncertainty. Both events have ceased to pro- duce alarm.
