World, Novernber 5. The new triple alliance is in the interest of peace. Tue German government, it 1s said, can- ot afford at present to have war. One of the rea- sons ts the discovery of the inferiority of the | musket now in use in the German army. The Freuch musket 1s greatly superior to it. A secret order has heen given for the manufacture of a dif- ferent gun, The muskets of the entire army will bechanged. This will naturally take some time. ‘The following comes to me from an official source concerning the meaning and character of the re- cent alliance made bet ween Bismarck, Crispl and Kalnoky: This alilance was secretly concluded in the spring of the present year and the object of Crisp!’s recent journey to Frederichsruhe was to arrange a final settlement as to details. The lat- ter are primarily defensive and alm at maintain ing the peace of Europe on the basis of existing treaties, Dut If peace sould be broken by any ag: gressive acts of one power aloe or one with alile on the European continent orin the Mediterranean the alliance would become offensive.
