C.. etmnit oct oninn 24, 1887-SIX PAGES. A POLITICAL GIANT. Leader of the Maryland Independents. Correspondent New York times. Ba.tmwona, October 21.—The man who has done ‘more than any other man to vitalize and concen- trate the independent movement im Maryland is John K. Cowan. He has been a terror to the ma- Chine bosses and ward workers ever since he to take part in politics. He 18a six footer, straight a8 an Indian and as muscular as A| e8 a splendid up on the pi and with voice that can fill the largest auditorium he holds an audience for hours without the dimcuity. Whenever he speaks the place is sure to be crowded. He 1s one of the political orators ever heard in this State. ‘Mr. Cowan is by birth an Ohioan. He ts only about and 13 a self-made man. His Roeaye ts Ish, and "hts tather toa blacksmita ia Ohio. In his youth John K. worked on the streets as a day laborer. By industry and saving he got a food rudimentary education and entered Princeton liege. His record there was brilliant. He was graduated in 1866, and then studied law at Ann Arbor under Judge Coolie. “His success at the bar Was almost immediate, and h’ was elected State's attorney of one of the counties in Central (iho. He and Robert Garrett had been fellow studen:s at Princeton, and to this companionship, as well as to the reputatotn he had achieved, was due the call [meng Pag OTE of the ral de- partment of the Baltimore and Ohio He thisdepartment until now it is known as ont of the best possessed by any ral road in this couatry. Mr. Cowan is one of the very few men in the Baltimore and Onio employ who are not afraid to express thetr political sentiments, and he ts also one of the halt dozen offictais who receive over $10,000 a year from the Baitimore and Ohio treas- ury. Outside of hisacknowledzed ability Mr. Cowan's greatest strength is his boldness. He has the fac. Ulty of a reporter in running down rumors «nd digging out facts. Heretofore the independent speakers have been using “It ts said” and “It ts reported,” and other such modifying expressions. Cowan does not do this, He goes on a sul hunt for truth and gets proofs to back it up, and then he springs it on an audience and defies contradic. tion. He ts as full of surprises as ever Disraelt Was and in every speech he has. fresh Dombshell. S accuracy has never been impeached, for, though he bas made enough serious charges, from dullot-box stuMing to murder, to invite fifty bel sults, no one has successfully contradicted him’ in a single detail. He 18 one of the Wonders, of ‘the prevent, cam ‘The Tegulars look upon him as their ‘bitter- est foe, Every inducement, every was Drought to bear upon him to keep him out of the independent fight by the machine men and their allies, but he would not hear of it, and since he 1s in thé contest the regulars, unable to answer his Speeches, are telling the people that hes the agent Jay Gould, and that it was he who wrecked the Baluimore arid Onio Koad and threw the telegraph into Gould's hands. Tue man who-started tuis silly charge was none other than United States Senator Arthur P. Gorman. In the compaign paper which the regulars are publishing, Cowan 1s uni- formiy pictured as ‘a rajiroad wreckes phrase, however foolish it may seem, hias become ‘of the campaign cries of the ring. ‘There 1s every reason to believe that the repub- licans and independent democrats will elect the municipal ticket next Wednesday. | The only ‘thing that can defeat them, from present indica- tions, 1s cheating, and the precautions against that are as thorough as can be made. The night- ly mass meetings have been tremendously success- ful, Baltimore has not had such a season of excel- lent campaign oratory since the war, and the enthusiasm has been in keeping with the size of the audiences, But even If the independent cause should suffer a defeat it will not Kili the Reform League. This excellent organization is a permanent affair. ‘The men in it mean to get an honest election law for Baltimore if they have to fight for it ten years. ‘They have spent thetr time and money freely to this end, and they are more earuest now than they ever were. ‘Their success ultimately is post- uve, ——-+ee____ Whe , From the Railroader. One morning just before the war, as my train drew up at Brandy Station, achap in a butter- ut suit and a home-made wool hat rushed up and addressed me as I stepped to the ground? “Is you th’r clerk er this yer kyar?” “Lm the conductor; what do you, want?” I ans- wered. “I wan'ter go ter -Washintun on this ye’r kyar.” “Well, get aboard,” I said. He climbed the Steps and rapped on the door. When he rapped a second Ume some wag Loside called out, “Come in!” There were at least fifty Passengers in the car, He began at the front Seat, sypking hands with every one, clear, to the end, and asking each “How d'yr dor” and then yer — folks?” Of course it was a regular circus for the other pas. sengers. From the London Truth. ‘Apropos of structural defects of churches, which, I am glad to see, are attracting some attention Just now, it is an astonishing thing that tt has never occurred to any one to provide a cloak-room accommodation at places of worship. Yet I am convinced that @ cloak-room, with a civil attendant to take charge of ‘uinbrellas, &c., would do much to promote true plety, and would be a greater attrac- on than a sensalional preacher—or even “church privileges.” ‘The eccentricities of the country school “com- mittee man” are many, and have often been Painted in glowing colors. The following incident occurred in Connecticut, and may be added to those alreaiy known: A rich young woman, tired of the do-nothing Ife of a luxurious home, one winter de- eided to teach school, both for the pleasure of doing 0 ing and earning some money of her own. She appited for the position of teacuer ina district. scuool and Ret acceptance depended upon the de- cision of one man, who evidently thought she was Yoo dainty for the place.
