The taxable valuations and pop- ‘ulation of the present, which may have resulted from the tendency given to the current of settle- ment by past improvements in @ particular sec- on are not to be used to Justify apporuionments ‘which may seem to have favored that section in ‘the past, It would be necessary to show that the section said to be favored showed the same per- centage of preponderance in taxable values and Population just before and at the time of these ‘past apportionments as at present, when the bene- At of the tmprovements has been felt, and appears 4m the section's superior development. There are drawbacks, too, to which reference has already ‘Deen made, in depending upon present valua- en and population as the foundations ot am apportionment of future improvements, and it seems only fair to consider the percentage of the surface of each section actually improved im the past in making an equitable distribution for the future. Since the showing as to what the sections have received 1s not complete, and since the showing as to what the sections are entitled to Teceive is not entirely satisfactory and applies only ‘to the present, a comparison of the showings cannot give thoroughly reliable conclusions The Commissioners themselves recognize that other considerations than those which figure in the tabie are properly to be weighed in deciding the propor- toa to which each section Isentitied by apportion- ‘Ing to the northwest, for instance. only 5.6 percent after showing that it is entitled to 51.4 per cent. ‘When everything 18 considered, it may be doubted whether the northwest will have any ground to complain of this cut, though it may reasonably object to being whittled down to 15.8 per cent., a8 proposed by the citizens’ subcommittee, In order {o apportion improvements still more equitably it Would seem necessary to divide the city into more numerous sections for that purpose. In the large northwest section, for instance, the tmprovements demanded largely by the showing of unimproved area tn its easternmost Delt aud the taxable values and population of its southern belt including the avenue, might be given entirely to the northwest corner or fashionable residence quarter of the section without violating ‘the equities as between the four sections into ‘which the city 18 now divided.
