_— THE THE EVEN NING t STAR. | Oresxtxe Dass thet of any ether daily paper published in Washington, and much greater than that of all the ether dally papers here added together. The difficulty, in view of the general need of nd clamor for strvet improvements tn all parts of the city, of keeping the estimates for such im- Provements within reasonable bounds, miudful of other municipal needs and the limited revenues of the city, and the difficulty also of distributing Such appropriations equitably between the differ- ent sections to be improved, have been felt both by the Commissioners and toa limited extent by the citizens’ sub-committee on streets. The esti- mates for the coming year made by the Commis. sioners ask for theimprovement of city and county $805,919.03. ‘The sub-committee asic for Improve- ments in the elty alone, which, as estimated at the District building, will cost $1,673,328. This amount 13 doubtiess more than could be applied tostreet improvement, without denying the Dis- trict additional school-butidings, polivemen and engine houses and sacrificing other Important in- terest. Judging, however, from the individual expressions of members of the sub-committee, in the absence of ali estimates in their report, it was Rot su that the improvements suggested ‘Would @st more than a million dollars, and if in anticipation of President Fendall’s suggestion ‘there had been consultations and concessions be- ‘tween the sub-committees asking appropriations, ‘the amount requested for street improvement ‘would probably hate approximated the amount estimated as necessary for that purpose by the Commissioners. ‘The improvement appropriation asked by the ‘Commissioners is apportioned between the differ- ent sections according to the following percent- ages: Georgetown, 8.8; northwest, 33.6; south- West, 10.4; southeast, 22.3; northeast, 1:16; county, 5.3. The improvements asked by the sub- committee are apportioned according to the fot - Jowing percentages: Georgetown, 8.2; northwest, 5.8; southwest, 17.8; southeast, 25.9; northeast, iu S23. The two apportionment agree in a general ‘Way 80 far as Georgetown, and the southwest and southeast sections are concerned, especially if a Slight requction be made from the sutscommittee percentages in order to admit of some expenditure in the county. The great difference between the ‘twoestimates 13 found in the amounts proposed for the northwest and northeast sections The ‘Commissioners propose for the northwest about one-third of the whole appropriation, and less than one-sixth for the northeast. The sub-committee Propose to reverse the figures and give the north- eset about one-third and the northwest less than one-sixth. From Capt. Griffin's report it appears ‘hat the Commissioners are tnfluenced tn the dis- tribution of these improvements by the average percent of assessed valuation, population, area nd streets to be linproved in each section. In ‘the tables given the northwest and northeast compare as follows: Taxable valuation, north. West, $78,525,087; northeast, $4,980,908; area, Rorthwest, 2,720.79 acres; northeast, 1,002.56 acres; population, northwest, 107,439; northeast, 1,008; streets to be improved, northwest 814,000 Square yards, northeast 718,351 square eentage of whole app entitled on above showing, northwest 51. east 14.1. The Commissioners estimates largely the per centage to which, according to these tables, the northwest ts entitled, but leave the per cont the nos substantially the same, allowing for a silzht reduction to provide for the county, which is not considered in the tables. The claim of the northwest toa fatr share Of appropriations based upon a showing that it contains over three-fourths of the taxable values of the ett me half Its area, over half tts Population, and more square yards of street to be Auaproved than any otuer section 1s evidently a strong one. ‘There 15 another table, however, Which ought to be prepared ami considered in dis Uibuting appropriations, This table would show low mneh has been actually speat upoa the tm provement of each seviton in the past, and what percentage of Its whole surface fs tmpeovel For instance, it tsguthered from the tables given that 720 acres im the nortuwest section only 355,509 square yards are entirely unimproved, While of the 1.038 acres in the northeast 307,868 Square yards are without improvement. The Pression prevails that iu the past the north. West has secured more than its propor- tionate share of appropriations, and it the idea 13 erroneous it should be corrected. Present taxzble values and population are not to De tmplicitly relied on ta distributing these ap- Propriations, because the expenditure of past ap- Propriations for improvement largely In one lo- cality may have given to it {ts creat taxable val- wes and population, and thus the bestowal of sub appropriations in the past may become an over- whelming argument for conttnutng to spend the fiaprovement money there for all time. Other localities will contend that if they are givena ‘considerable appropriation for this year they will, through that appropriation, have the taxable val. ues and population next year, and pay then for the expense of their development. While such consiferations as these may reduce the claim of the northwest that It 1s entitled to one-half of the eity appropriation, 1t may be doubted whether SuMecient in opposition to the Commissioners’ tables can be produced to justify cutting down the Percentage of the northwest to 15.8 per cent. and giving the northeast section nearly one-third of the whole appropriation, as proposed by the sub- committee. Happily, however, there is little dis. position in the different sections to wrangle and snarl over the estimates, and whatever aiter a fair, friendly and deliberate consideration of the whole Subject seems to be the most equitable plan of distribution, will doubtless be generally advocated before Congress, and adopted by that body. ———_—— - = ‘The absolute disconnection between speculation ‘and legitimate business was never more vividly illustrated than now, when the Wall street stock Ust of Saturday and the weekly bank statement of ‘the same date are compared. ‘The bank statement shows an increase of more thin three million dol Jars in surplus reserve over that of a year ago, and Yet there are scarcely a bulf dozen prominent ‘Stocks that are not lower by several poluts than on ‘the 8th of October, 1580. Meanwhile a vast num. Der of new industries Lave sprung tnto life or re- Bewed thelr former vigor after a long lapse. The tron trade appears to be In a healthy conattion; the dry goods trade shows no marked change in its condition; wheat bas developed unexpected strength, and cotton 1s holding its own pretty well The glass strike has end, ‘The port of New York shows a handsome export trade, with Little importing to balance it, and the vol ume of currency tm circulation 18 more than one hundred million dollars larger than that of a year age. Gold 18 pour- 4ng into this country from Europe at a rapid Fate apd seeking investment here. Within the last ‘week the New York banks have added four mil- hons and a half of dollars to their deposits, while ‘their loans for the same period show an increase Of nearly thirty-four hundred thousand, and at its loge they held between elght and nine million dollars more than the legal limit of their reserves, ‘Money on call could be bad—all that any oue could ‘want—at four per cent. And still the stock market knows no boom. The explanation must be sought in the fact that the Outside public are tired of being played with by We tuside manipulators, and are putting their money into trade, of into raliroad butlding, or into realestate. In those flelds an investor at least Knows what he has got in exchange for his money, it nets prudent in choosing the objects on which to lay it out, Fuxca Roor Parrezss ‘We have closed out the balance of the Importer’s Block of FRENCH EMBROIDERED FRONTS, and are offering them at halt former price, $10, 812, €12.50, $13.50 and €15.
