NOYES ‘The Evening Star has 2 regular, permanent bona fide daily circulation more than treble at of any other daily paper published Im Washington, and much greater than that ef all the other daily papers here added together. Advertisers, will serve thelr own purpose best, and at the same time greatly accommodate Tue Stan, if they will send im before noon to-morrow their announcements for the extra large edition of Saturiay's paper. the forms of which must be sent topress much earlier than on the other five days of the week. t00- Capt. GriMn, in his report published in yester day's Stax, says concerning the work of street- cleaning: “Many people honestly belleve that It 1s the contractor's duty to keep the streets clean and that it fs the Commisstoners’ duty to see that he does tt. This broad statement of the case 1s en- Urely erroneous.” Undoubtedly the general betiet 4s that It fs the dnty of the municipal authorities to make every effort to keep the principal streets clean by asking sufficient appropriation for the Purpose from Congress, by carefully selecting a8 their agent to periorm the work a trustworthy and eflicient man, by vigilantly inspecting the work to see that no defective cleaning passes muster, and by reducing the debris to be removed by prohibiting leaky dirt carts, and the scattering 4m the streets of paper, rags and miscellaneous sweepings from stores and houses. The Commissioners, by various acts and regula- tions, have shown an appreciation of this duty. Of course they cannot spend more for this purpose than Congress allows them, and are not Dlamabie for an Insufficient appropriation if they have asked forenough. But some method should be devised by whicn sweeping, representing the full amount of the appropriation obtained, may be xiven tothe streets of the city. Last yearthe ‘sum of $1.682.70 was withheld from the contractor for imperfectly executed work, which came to the notice of the authorities. ‘The numerous com- plaints made concerning the street-sweeping would seem therefore to have had foundation. ‘The city would much prefer that the appropria- tion for sweeping should all go to pay for a thorough and faithful cleaning of the streets, rather than that a part of it should go into the ‘Treasury and the streets be imperfectly swept. A contractor should be found who will fairly earn the whole appropriation by honest, thorough work. Shepherd. Not even onan inauguration day when the city 1s flooded with visitors from all parts of | the country has Pennsylvania avenue and the in- | tersecting streets shown such sotld masses of La | ple. And the parade and pageant upon smooth streets of Shepherd's creation was wonder- fully brilifant and effective. In the feeling and appropriate little speech drawn from him by the importunities of the vast throng that gathered about the reviewing stand at the end of the parade, Gov. Shepherd said that this demonstra- ton of regard repaid him for all the labor and trouble he had tn helping to rebuild the city of Washington. This grand popular tribute might ‘well touch the sensibilities of a man even of the | robust mold of Alexander R. Shepherd, but the | people of Washington and of the whole country as ‘well will never forget, or consider paid, the debt | of gratitnde they owe to the man who lifted the Capitol city from the mire and made it the pride of the nation. ‘The Rev.
