In paving the streets thus graded, a variety of pavements wereexpertmented with Ip order to find the one most suit- able for permanent adoption. Many of them Were laid in wood, which was then the Popular pavement throughout the country, and which was in general request by citizens here ‘wher petitioning to have their streets paved. ‘Many other streets were paved with concrete or asphalt, and some with stone. The test of ‘rial ultimately showed that a form of asphalt calculated to stand the climate of Washington in winter and summer ‘was the best general pavement for the city, and it has been used extensively to replace the decay- ing Wood pavements. But this matterof resurtac- ing the streets now or in the future, with asphalt or any other material, 1s a minor constderation in ‘estimating the importance of the gigantic work of grading and reclamation achieved by Shepherd that made tt posstble to lay smooth pavements of any kind in Washington. a ‘While the Citizens’ Committee showed last night ‘8 decided disinclination to re-open discussion upon ‘the report concerning streets and avenues, which ‘was adopted at the previous meeting, and which has been presented to the Commissioners, the rift of sentiment, as indicated by the president’s address and by the discussion on the report of the sub-committee on roads, was opposed to a rep- ‘tition of the mistake of the hasty and unwise adoption of that report. The committee as a whole 13 more far seeing than the chairman of the sup-committee on streets. It perceives, if he does not, that the difficulty has arisen, not from the interference of officious persons outside of the committee, but from the blunder of hastily adopting his report, which accused and condemned without stating facts; which used termsof condemnation that did not couvey what ‘Was meant and served naturally as the foundation of attacks by outsiders on the Comm{-sioners’ In- tegrity; which condemned and requested favorable consideration in the same breath from the same persons; and which urged large improvements for apart of the District without presenting ay es- tumates whatever of the amount necessary to com- plete them, With a miscalculation concerning this ‘necessary amount of more than half a million dol- lars fp the minds of members of the committee. ‘The adoption of President Fendall’s wise sugyes- ons that the reports of subcommittees be more earefully prepared and more thoughtfully consid- ‘ered by the committee will do much to give con- tinued weight to the committee's acts and decis- tons.
