NOYEs. ‘The Evening Star has = regular, permanent bona dde daily circulation more than treble that of any other daily paper published in Washington, and much greater than that ef all the other daily papers here added together. — ‘The Thistle’s owner seems to take more kindly ‘Yo his second beating than tohis first. He has a Yery pretty boat, but {t ts not fast enough to win the cup, and he now sees that fact clearly. Both Yachts have Just cause of complaint against some Of the excursion boats, especially in the race over the inside course, for approaching them 80 closely ‘a8 to obstruct the wind or send back a wash, thus impeding the progress of the racers. The contest ‘over the inside course 1s as tmportant In Its disclo- ‘sures concerning the speed of rival yachts asthe one ‘Which takes place outside, and should not be aban- oned. But some energetic and effective mpasures should be adopted to prevent obstruction by the excursion boats tn future contests. Great pains ‘were taken this time to give publicity toa request for consideration !n this respect, but it seems that such a request is not sufficient. Another change ‘which would seem to be necessary to insure an 1n- teresting race next time is the adoption of the center-board by the English representative. The visiting yachtmen might, by keeping their eyes open while in America, get some valuable ideas about ship lines, center-boards and such things, Which, when tested and developed with the neces- Sary secrecy at the celebrated experimental tow- 4ng tank on the Clyde, might furnish them with a fair match for the Volunteer. $< A Galveston editor bas been arrested for pub- Hsing his newspaper on Sunday in deftance of the Jaw against labor on the first day of the week. ‘Bis defenge is that the law exempts the sale of newspapers on Sunday, and that by direct infer- ence, it Was fair to assume that he hada right to make them for sale on that day. ‘This is a stretch Of logte, of course. If our Texas co lived In the north, he would discover that there 38a broad distinction between printing a news- paper and dating and selling it on any given day of ‘Whe week.
