NOYES ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper published 5 Washington, and much greater than that of all other daily papers here added ‘The matter of special interest at the meeting of ‘the Citizens’ Committee last night was the discus ‘ston of the report of the sub-committee on streets and avenues, recommending street improvements to the Commissioners. The whole committee rec- ognized the Justice of urging the expenditure of the bulk of the appropriation in the hitherto com- paratively neglected sections of the city, and in this they fairly represent public opinion, In view of the fact that to affect the Commissioners estimates of October Ist, the recommendations aust be made at onee, reliance was placed, so far ‘a8 the selection of specific streets for improvement was concerned, upon the judgment of the sud- committee, and the scheduldf§which ts assumed to ‘de fair, was disposed of without much considers- tion. Besides the statement of improvements to de suggested to the Commisssfoners and matter relating thereto, the report contained a condemna- Yon of the practice of diverting appropriations intended for one street to another street, a rose colored view of District finances based upon Mr- Fish’s figuring that the goverament owes the Dis” trict five million dollars, and a recommendation that vigorous measures be taken to abate the nuisance of rafiroad obstruction of Maryland avenue and the mall. The chairman of the sub-committee caused confusion and delay tn the proceedings of the committee by insisting that ‘action should be taken upon these disconnected matters as a whole and not separately. And the position of the committee on the various propost- Uons was obscured by a vote upon the adoption of the report as.a whole, which left a doubt whether At was part or all of the propositions which a dele- kate favored or opposed in giving his vote in the aM@rmative or negative. It was much as if one were required to vote upon a resolution asa whole, endorsing ctvil service reform, Donnelly’s views of Shakspeare, the red-headed’ girl white horse theory and the study of astronomy. Be- sides betng distinct propositions the mat- ters of the report are primartiy addressed | to different bodies, and thelr ends confict somewhat. The recommendation concerning improvementsis at present for the Commissioners; ‘Unat concerning street obstruction for the Citizen's Committee; and that concerning the diversion of appropriations for Congress, suggesting restrictive legislation. The last matter would more discreetly de considered when Congress fs about to put the legisiation concerning District appropriations in shape and after the Commissioners have passed upon the Committee's suggestions concerning im- provements. ——> +O ‘The centennial celebration at Philadelphia and the encampment of the Grand Army at St. Louis are giving an opportunity and furnishing an in- centive to thousands of Americans to travel fur- ther away from home than they have ever before, and perhaps than many of them expect to ever again. The love of travel, however, 13 a passton ‘which thrives on its own gratification. Once felt, it is never thereafter wholly satisfied. The old Soldiers, as a rule, came as near to satiety between 1861 and 1865 as possible, but thelr wives and Sons and daughters have yet to get thetr ll of It. ‘The visitors to Philadelphia comprised every class of citizens and every walk of military and ctvil Ife. Most of these tourists, and a good many of ‘those Who will come to St. Louis from points in the extreme west, have Washington city down In thetr notebooks as a place to explore before returning home. It is becoming a habit with traveling Americans to take Washington in on their course | Af they get within moderate reach of thectty. fs an excellent habit to cultivate. There 13 no city where travelers can see more in the same Period of time, or where what they do see will be Of more benefit to them. And every visitor who has once fallen under the spell of the efty’s fasct- nation will find {t hard to relieve himself of the yearning to come again a few years hence, when ‘we have a celebration of our own with Inter- national features that wil make {t outshine any- thing ever attempted in this country before. —- ‘The mugwumps of Massachusetts were rejolced ‘@ year ago at the nomination of so notable an ex- Tepublican as John F. This year the pendulum has swung away to the opposite extreme, and Mr. Lovering, ademocrat of the democrats, enjoys the honor. ‘What the feelings of the mugwumps are, the press dispatches do not state. They may not be wildly delighted, but there ts no reason in the world why they should be surprised. Yesterday's work was the most natural thing for the convention of a Party which nominates Benjamin F. Butler one Year and Wiliiam C. Endicott the next, and which sends to a national convention a delegation pledged to the support of a candidate who, within twenty years, has run the whole gamut of politi- calchanges and got back to his first love in the end.
