S Pike secretary. Reports of standing com- mittees was the principal business. The most noticeable was that of the committee on schools, Mr. John H. Voorhees chairman. This report gave Statistics showing that the schools in that district had been filled to overflowing during the last year, and that the need of room was apparent, It also Touched upon the relation of the Hign School to the common schools und criticised the system of Promotion to the former, and gave some recom- mendations looking toward “higher standard in the pupils before their advancement. ‘The report ventured the opinfon that the present Inethod of leaving the matter to the discretion of the principals of ‘the eighth grade not ony threw ‘oo much upon the personal views of the teachers, Dut put into their hands a power which might not de properly exercised. More than this, the stand- ara allowed was tending to fill the High School to overflowing, and pupils who were uniltted were Delug pushed forward too far. ‘The idea was ad- ¥anced that perbaps an intermediate school, just below the High School, might be ad- Vigable to winnow out the graduates from the eighth grade, before entrance luto the High School. ‘This report abd a motion of Mr. Brooks that the Commissioners make separate estimates for the High ana common schoois were referred to the rep- Fesentative committee of one hundred. A resolu ton was adopted “that Ascoctation No. 6 endorsed the recommendation of Trustee Kos. A. Fish, tat children beiow grade No. 6 be not required t6 take thelr books home. 2. RECOVERY OF PROPERTY STOLEN BY THEM—HOW THEY TRIED TO ESCAPE—THE TRICK OF HANDCUFP SLIPPING. Edmund Raymond and Frank Emerson, the bogus doctors arrested a day or two ago on charges of robbing boarding houses, were taken to the police photograph gallery yesterday after- noon, and pictures of them were taken for the rogues’ gallery. One of them sald that he was wearing stolen trousers, Raymond 1s an expert at escaping from the police, according to his own story und the experience ‘the officers have had with him. Emerson 1s also good on the “jump” and both are swift runners. As they left the gal- lery, Raymond slipped his hand through the irons and’ bot prisoners started in different directions across the Avenue, and would have given the off- cers a lively chase had It not been for citizens who stopped the fugitives, “They were again hand- cuffed and driven back to the sixth precinct sta- ton, where they were locked up. Raymond said he could slip any handcuifs that could be put around his wrisi, tand showed the officers how he could fix his hahd to make it smaller than bis wrist. ‘This morning the prisoners were securely hand- cuffed and placed in the patrol wagon to be taken to court. AS an extra precaution the officers used their nippers aud rode with them to the court, fol- lowed by @ crowd of boys. ‘The handcuffs were removed on their arrival, and the prisoners were laced inacell, Since their arrest they have con- jessed thelr guilt, and assisted the officers in re- covering a quantity of the stolen property, beside that found on their persons, including some jew- elry, Which fs held at_headquarters for ideutifica- Uob, ‘The ofticers recovered a pair of opera glasses, gold chain, a diamond stud, a merschaum pipe, and other articles belonging to Mr. Argy and stolen from Mrs. Ridenour’s, and two suits of clothing and a pin stolen from Baltimore and \dentined by Ofticer Pumphrey, of that city. Argue, at Mrs. Ridenour's house, on 14th street, of a quantity of valuable Jewelry and cloth ing. ‘They pleaded not guilty. "Mr. Argue iden- Ulied a portion of the property recovered. After the court had heard the testimony of Mrs. Rid- euour, Detective Wheeler, and Officer Quinlan, Mr; Lavender sald he had other cases agaist them which the grand jury would probably investigate, bu: he would not present them to this court.
