Its purpose, as dis- closed by the terms of the resolution authorizing ‘Its consideration in committee, 1s not to deal with ‘the material condition of the District, or to correct false accusations of maladraintstration agatnst the District authorities, as has been suggested, Dut to ‘set forth “the correlation of the people of this Dis- ‘trict, our municipal authorities and the Congress.” ‘(Needed information concerning the peculiar legal and reciprocal relation of District and Nation ts to be placed before the general public. Calumntesupon ‘the District and its government, based upon the ac- cusation of specific acts, doubtless circulate in- Juriously outside of Washington because explana- tHons or denials are not received or understood, Dut the proposed address 1s not intended to re- moedy and will not remedy that evil. Considera- tion also seems to be limited to the present legal ‘Status of the District, and there ts apparently no oom under the terms of the resolution to follow the suggestion of a writerin the Cupi‘al and to extend ‘the inquiry so as to cover the question of how far ‘the relations which now exist will be endurablein the future,—for instance, when the city’s popula- tion is a milion. It, however, the sub-committee should venture beyond a statement of appropriate present facts for popular instruction, and should Include the future In Its consideration of the rela- tions of the District to the National Government, and especially if 1t should formulate a policy in respect to these future relations to which it should de attempted to commit the Citizens’ Committee, ‘that organization would at once be hurried into 9 discussion of the most delicate and important problem with which itcan possibly deal. After infinite labor the National Government has been Induced to meet to a considerable extent the financial obligations which fall upon ft as guard- tan of the District and the untaxed owner of one- half of District property.
