THE EVENING STAR, WASHINGTON saTUBDAY. September 3, 1857, CReSBY 5. NOYES. aitor. ‘The Eveving Wear bas a regular, permanent bona sde daily circulation mere than treble that ef any other dally paper published Washington, and much greater than that of all the other daily papers here added together. a ‘These who leave the city during the summer can have The Star mailed to them for any length of, time, and the address changed as often as desired (SH Mail subscriptions must be invariably paid advance, at the rate of 50 cents per month, for the term desired. rr ‘The great secret—whicb, bye the bye, really ceased to be a secret some days ago—is out at last, and the announcement is made on authority, of the terms under which the whole Baltimore & Obto railway system ts to pass into the hands of anew management. The syndicate of capitalists Whe are to direct its fortunes hereafter are men ‘and Sirms of large means, whose very names, used im connection with any great enterprise, are enough to assure it of public confidence. The view of the new deal taken in Baltimore ts mixed in character. AS good citizens, desirous of seeing an incubus lifted from the money market ‘ané prosperity reigning everywhere, the Balti- moreans are glad of the change. They have long recognized in Robert Garrett a man wholly in- competent to cope with the problems of railway management which his father mastered so readily. ‘They bave watched him abuse one of the hand- somest properties in the United States, till it has ‘Decome crippled to the verge of bankruptcy. ‘Nevertheless, as long a8 it remained under his control, they bad the comforting consclous- ness that the interests of the city of Balti more and the state of Maryland would be identt- fied with it and kept always in the foreground. Now that it has passed out of his hands, and ‘strangers are to be given its direction, they are no longer positive of this. The commercial supremacy of Baltimore, they argue, cannot be so near to the heart of a stranger a3 to that of a Baitimorean ‘Dorn aad bred. Mr. Garrett’s successors may find it to the advantage of their company to promote Baltimore taterests in preference to those of most ether communities; but the road has ceased to be a Baltimere institution. It has its headquarters fn Baltimore, but 1t 1s no longer of that city. ‘To the people of Washington, the change which has come over the career of the Baltimore and ‘Ohio is fraught with deep significance. Hitherto, although drawing a large share of its sustenance from 13 Washington connection and enjoying the promise of a yet greater future profit, the com- pany has sacrificed the needs of tis city to the Prosecution of tts speculative designs outside. So much bas been spent in other directions that the laying of a double track on parts of its Washing- ton branches where trains were runnlug at every hour of the day has been impracticable, and accidencs have been 80 frequent that the perils of travel on the Baltimore and Obio have passed into a proverb, ‘The tendency has been to injure Washington and its suburbs, Now that the road fs in the hands of asyndicate whose interests are not centered in a single spot, but whose sole object 1s to make tt a Paying institution, there 1s no doubt that the claims of this city will be heeded, and improve. ments made which cannot failto inure to the Denefit of the stockholders as well as of our People, ‘The general public are, of course, to be congrat- ulated without stint. The removal of a disturbing factor in all freight-rate calculations will enable ‘the great trunk lines to do a business such asthey bave rarely done before, and their patrons will bave certainty and system in exchange for worrl- some doubia, and sudden and harrassing changes ot policy. $< ——___ ‘One of the most interesting phases of the tmmi- _ ~ Fo te LLL A fact too well known to be repeated to the residents of thiscity. It 1s curious to observe how the California press 1s weleomlag this adat- Won to the population, when it Is remembered how the Chinese have been treated frum thelr first coming. The San Francisco Chronizie, tor ex- ample, which has been s most bitter opponent of alism, says that the Japanese irtues of the Chine: aoe ‘their vices,” and “assimilative toa much highe: degree.” This may be quite trus, The Japancse, reourge with Amerfeans generally, have shown a Battering desire to copy ail that 13 best in our western civilization, instead of héld- ing themselves aloof as an older and more favored race, as the Chinese have done. It must be reuembered, however, that we have seen ia wiis couatry, as a rule, only the better class of Jupanese, wheress the Chinese irazaigrants Lave, with a few notable ex- ceptions, beea of the most Ignorant and degraded fort, It is not fair to the Japanese laborer to set upasthe standard for the mossurcment of his amoral qualities, the type of Japanese gentleman ‘whom we weet in the lesding cities of the United States to-day. The poiite of all countries are so much alike that distinctions between them must aiways be more or less invidious; but the fact Wat re are pleased with our present Japanese fught not to blind us to the possibility oser acquaintance with thetrcountrymen of another caste will develop at least a mixture of quailttes, ell of whose elements may not be more dgrecabic than tues of the mueb-sssailed Chinese, — ‘The vouag man Wao 2as made a Uieboat that tod Lim through tae widripool at Niag- ara 13 nob %o be cixased with Capt. If the lifeboat at ‘Niagara depends on this contrivance it is no dis. covery, Dut suaply anew application of an old practioe, ee Te ought to stimulate our local capitalists to freah endeavors when they see what the wide ‘awake business men of Baltimore are doing for the promotion of the world’s exposition to be held in ‘Washington five years hence. Up to this morning ‘the contribations in Baltimore from this source to the safety fund reach the sum of $5,225, and yet mosingle subscriptina has thus far exceeded five hundred dollars, and the majority of them ranged Detween twenty-five and fifty. Such sums cost the giver very little, and they go to swell the sum necessary to insure the success of the under. taking. A business community lke Baltimore, lylag at the gates of Washington, as it were, and sure to get the beaetis of a large part of this city’s overfiow during the exposition, ought to con- tribute one bundred thousand dollars a year, from now till the exposition opens, without feeling it, and with an almost abyolute certainty of getting it all back.
