Prisoners Without Food. THE OVERTAXED POLICE COUKT—REFORM NREDED. During the past few days the business of the Police Court has greatly increased, and all-day sessions are becomiug cofamon. Something should ‘be done to mglieve the pressure. The Committee of One Hundred recently recommended that the court beabolish:d, and that the magistrate sys tem be adopted. Other persons think the estab- Ushment of another court would be better for the community. Yesterday the business of the court Was So heavy that the prisoners were not dis- missed from attendance until after 6 o'clock in the evening. Some of the unfortunate prisoners Were arrested Tuesday afternoon or night and locked up tn a cell at a police station, where dur- ing the night they were supplied’ only with hydrant water without ice. In the morning they Were placed (males and females) in the “Black Maria” without breakfast and driven through the city to the Police Court. Upon arriving at court Ubey were assigued to one of the miserable damp eclis ta the basement, where the bill of fare for the day was the same a$ that of the previous night, hydrant Water without ice. All day long the poor unfortunates were Kept tn these puorly ventilated cells without food. After fasting for so long a ‘Ume, at 10 minutes past Go'elock the prison “van” started with twenty prisoners for the workhouse and jail. ‘This morning there were more than forty ouers in the dock of the Police Court, and Ofticer Harbin made it a3 pleasant 4s possible for them DY permitting the women to sit In te corridor, where ‘They MIgUE get a Dreath of fresh alr. Complaints have frequeatly been made about the poor accom- modations for the prisoners, but as yet no steps for thelr relief have been taken. Police ofiicers Who had cases before the Police Court yesterday complained last night that they ere compelled to hang about the court all day. ‘Those who should have been on duty were missed from their beats, and others who were off duty Imissed their usual sleep, and of course were not At for duty last night, but they dared not sit down for a minute or two {0r lear of the approach of the night inspector, jngao, would bring thera before the pard on ci Prubably causing them to lose their positions. $$» —__ ‘The Water-Main Muddle, ‘To the Editor of Tux Evextxe Sram: Im common with many others, I don’t get the “hang” of Mr. Crane’s main charge. He says: “I showed that the receipts from water-matin tax for Six years, up to the 30th of June, 1886, were from $20,000 to $70,000 less than the expenditure for laying water-mains each year during all that period.” ‘This he calls a “deflett.” I this not a Iuishomer? If the Commissioners have paid out ‘about $300,000 more than they have received, they have either taken the money from some other fund or made @ present of It to the District. Where did they get the money x —~-— A Plan to Test the Legality of the Water Taxes, ‘To the Editor of the Evesixe Sram: : Feeling aggrieved at having to pay an exorbt- ant and unjust amount of water taxes, and hav- ing seen the complaints of many others similarly situated, I sugyest, in order to test the legality of the charges, the ralsiug of a sum of money by vol- Untary contributions, enough to pay an attorney to take this question of overcharges to the cou: so that the people Will have the expression at tueldectsiou of our Judges on the matter, and to Which decision, no doubt, all will ktndly’submit, rented in overcuarges Teil pine so for ae eons ts overc: 'e $5 for the above object. Easy Admission to the Schools. ‘To the Editor of Tux EVENING STR: Jn Most towns and cities in the United States, ‘if the parent wishes to get his child intoa public ‘School asa pupil, he takes him to the nearest ‘school-house and hands him over to the principal, who sends him, on probation, to some teacher, and, after examination, assigns him toa room. If the parent resides within the preseribed mits, ‘there 13 no question of his right, and no delay to get Uckets of admission. The plan works well. But, im this city red-tape is used to te this simple matter into knots. A ticket of admission must be bad; and it must be had at one place aly in each division. If the parent is a stranger, he takes his child by the hand, a little before 9 o'clock On the Orst school day morning, and goes \ the nearest school-house. There, he first learns the necessity of getting a “ticket,” and told he Imust get It at another school-house—distant from $. Quarter of 8 mille to a mile. To the Editor of Tax EVENING Stan: R&eDEMPTION Drvision, U.S. ‘TREASURER’S OFFICE, August 3, 1887. What has become of the “Humane Society?” Does it come under the head of “lost, strayed, or stolen,” or has it been placed upon ice for safe keeping during the hot weather? One thing ts certain—it 13 conspicuously absent when tt should make its power felt. On the north and west fronts of the Treasury butlding are deep, narrow areas, which are used for hauling coal into the vaults, supplying build- ing material, removing refuse, &c. ‘They are too narrow to permit the turning of a team, so the Wise and gentle drivers, instead of driving in With the load and backing out the empty wagon, back in with the load and drive out empty. Naturally the backing of such a distance is not quite so easy as eating a “watermillion” on the curbstone, and the consequence ts that the poor horses have to suffer for their driver's ignorance and brutal nature. Nut aday bas passed for many weeks ‘Uhat our blood (I speak for myself and some thirty other ladies) has not botled with wrath and pity, to hear the brutal lashings showered upon the helpiess aaimals by the tess nobie brutes who drive them; and to-day, When it grew beyond endur- ance, With one impulse three ladies mounted the window embrasures and threatened the burly cow- ard who excited their wrath with arrest. ‘There he Sat upon the load, yelling at the horses till they dida’t know what to do, and keeping the merciless: lash going with all his brutal ‘might. One lady suggest that he take them by the bridle and — to them; but, no, that would not suit him. ‘inally, another man qimbed over the wagon to tue front and tried that method, when lo, and be- hold! the load went back as though touched by a fairy’s wand. That result did not seem to satisty the driver, however, for when he brought the next. load, instead of using the lash (which makes a noise) Le simply doubled up his" fist and pounded the horses on the head. What he did to them When out of our sight I don’t care to imagine. Time and again 4 driver has almed straight for the granite wail, till the heads of the horses have crashed against it with force enough to make them recoil, und a his within the ken of so- called men, yet never a one has had humane feel- Ing enougil to make him even remonstrace if there ts even a fragment of the society left which claims to correct such abuses, I hope that it will act at once in this case. TRYING TO SHOW THAT RUFFIN'S DEATH RESULTED NOT FROM THE SHOT, BUT FROM AN UNSKILLFUL OPERATION. icliwaine, who attended Ruffin after he had been shot by Frank Langston, testitled yesterday to the nature of Ruffin’s wounds, which had per- forated one large and two of the sinailer intestines. Acting upon his own judgment and the advice of other physicians, he, with several assistants, per- formed the operation of leparotomy, this being indicated by the best authorities as the only means of saving life In case of intestinal gun-shot wounds. He testified that when the operation Was begun peritonitis had already set in, and that Ruffin died trom the effects of peritonit!s and not from the operation. ‘The cross-examlnation of Dr, Mellwaine was searching and minute to the last degree, it being the object of the defense to estab- Ush the fact that Rufin’s death was the result of @ dangerous operation unskilifully performed, and not directly traceable to Langston’s shot. testimony will be Introduced w inasmuch as the operation of Laparotomy ts com- paratively new, having only been performed ‘itty- eight tmes, including ‘this case, conskierable in- terest attaches to this phase of the trial. ‘The Temperance War in Texas, San Antonio Dispatch to the N. ¥. Herald, Aug. 3 The whole State of Texas 1s agitated to-night as it never was before over the prohibition nght which takes place temorrow. Not since the stormy days of secession has popular feeling been So inflamed on any political subject as it sat the present hour in the Lone Star State, nor such deep and universal interest manifested by the masses ason this single issue. It 1s no exaggeration to say that at least 500 mass meetings are being held in Texas to-night With the view of influencing the result to-morrow. And it isequally true that tens Of thousands of dollars are being spent in the in- terest of the conflicting factions, ‘There are but ‘two parties in the State just now—prohibition and anti-prohibition—and so close 1s the struggle that itis impossible to predict which Party will win, ‘The prominent pleaders of the prohibitiontsts aré Senator John H. Reagan, ex-Senator Maxey, ex- Congressman Herndon and Congressman-elect Silas Hare; while the antl-prohibitionists are headed Dy ex-Gov, Ireland, Gov. Ross, Senator Coke, Con- gressmen crane and Sayres and: Tress fan Hancock.’ ‘The result will change the whole litical aspect of the State, and should prohi- ition carry it is feared the democrats will perma- nently loge Texas, as a new party will be at once organized. Great Earthquake in Ecuador, A cablegram from Cuenca, Ecuador, June 29, says: At 6:30 o'clock this morning aterrible earth- quake awoke the greater part of our citizens, and nearly all of them rushed into the streets without clothing. The movement was accompanied by a loud and fearful noise. In the streets and in the squares the people threw themselves on their knees, Ing the divine mercy. The curates meanwhile were exhorting the people to fly to the churches. The turrets of the San Blas Church toppled over with aloud crash, and the walls of most of the churches have been severely 4: Most of the houses have been destroyed, and the few still standing are dam: Should another shock follow the city will be completely wrecked. Letters from Azogues report there, and ‘the town hall ts destroyed. Canar has also suf- fered loss. At noon the earthquakes continue without cessation. All the bridges are damaged. ‘The hospital 1s almost totally destroyed. The tele- graph informs us that shocks have been felt every- where as Yar as Tulcan, but with less violence than here. A procession 18 now passing through the streets composed of all the ladies in the city, and they are imploring the Almighty to appease ls wrath, ‘Tne shocks injured the lighthouse at Punta Arenas, and one of the keepers has visited Guayaquil to Obtain material with which to repair At “Severe shocks have been generally felt throughout Ecuador. z ABSOLUTELY PURE, ‘This Powder never varies, A marvel of purity, strength and wholesomeness.
