The men who assem- Died, not in large numbers at Shea’s hall, were almost entirely those who felt aggrieved by the application of the water-rent schedule to thelr particular cases, and who dissented from the con- struction put upon parts of the water law by the ‘Comitssioners or their attorneys. It was not the people of Washington who passed the thunderous Tesolutions, but a few citizens who are pinched by water schedule conceded to be technical, arbi- trary andhardship-working, and by a legal con- struction of the word “shop,” which may or may not be sound. THe Stax sympathizes with their Tealgrievances. Belleving that the right to protest either in public meeting or in the newspapers aguinst the acts or plans of the muntetpal govern- ment 1s the only protection left to those who do not select and have no power to displace their pubilc servants, Tax Stax has given votee to com- plaints against the water department and its methods. In this, as in other matters, 1t has critt- cised the plans, or supposed plans, of the Commts- sioners when It has thought them objectionabie. ‘The result of such discussion has often been either ‘Ww effect a change of plan, or to elicit a disclaimer of some supposed project, thus bringing relief In either case to those who felt that they had cause Yo complain. To such criticism and discussion ‘the acts of the Commisstoners are properly sub- Jected. But there ts nothing whatever before ‘Tae Star and the people of Washington to justify We suggestion of the resolutions, that Messrs. ‘Webb, Wheatley and Ludiow are thieves, deserv- ing dismissal as such. The people do not believe Mt, and there is no general demand for their re- moval. Mr. Crane's figures doubtless deserve speedy explanation; but a reference to them and a recital of instances of dictatorial treatment by individual Commisstoners and of mistakes in Judgment or in matters of law on thetr part are 2s far as possible from Justifying a proclamation to the world that the present District Government 1s corrupt. a The suggestion made in this column last winter, that Mr. Hiscock, then newly elected Senator from New York, was going to play a much more Important part in polities than ever before, 1s al- Teady confirmed.
