David Donovan, living at No. 1010 6th street southwest, was overcome by heat about 7 o'clock last night at the corner of 6th and L street south- West, and was taken to the Providence Hospital, where he died about $ o'clock. A car driver named Howard Burehell was also prostrated by the heat at the corner of Pefnsyl- Yania avenue and 19th street and was removed to Providence Hospital. Frank King was overcome by the heat at 5 O'clock yesterday afternoon while at work on a new buflding near 12th and E streets. He was taken to his home on 9th street, near Boundary northWest. INS, and by If Le left all his property to his three children, to be divided equally among them, By the second will, dated May 7, 1887, he the first and left his daughter, Mra Sweetman, $1, directing that the te- divided equally _be- ‘THE FIRST ARRESTS—HOW THE CASES WERE DIS- POSED OF—THE GARB! ‘The frst arrest under the new police regwa- tions was made before 9 o'clock yesterday morn- ing by OMicer Breen, his prisoner being Joseph Brown, a ten-year-old colored boy, who was picked up near the Center Market. ‘The boy was employed on a huckster wagon, and was arrested under the second section of the third article of the regulations, for breaking leaves from cab- bages and throwing them on the street. He was taken to the first precinct station, but the Heu- tenant, on account of his youth and ignorance of the law,and It betng the first arrest, discharged the prisoner and struck out the record of arrest. Other arrests were made by officers during the day for violations of Various sections of the new regulations. THE DODGER NUISANCE. This morning in the Police Court Mr. Frank Closs called the attention of Judge Harper to a charge of violzting section 7 of article 8 of the regulations brought against James and Harry Selby. ‘The young men, he sald, were arrested by Oniicer Reldy for distributing Nandbilis for their father, Mr. Selby, the shoe dealer on Pennsylvania avenue, near 20th street, and they did not know it was 4 Violation of the law, ‘The section under which the prosecution was brought reads: “No handbilis, dodgers, cards, or circulars shall be dis- tributed in any miner Whatoover, nor dropped it the parking in or upon such places, or left uj or doorsteps of any premises within the of Columbia.” Mr. Closs Said that as this was the first case brought under this section, and the defendants Knew nothing about the law, he would enter a plea of guilty, and ask the court to take their personal recognizance. ‘The judge said he had no objection under the circumstances to taking the personal recognizance of the defendants ff the warning of the court would bring about the de- sired effect. The defendants must remember, however, that if they repeat the offense they will be called upon to pay the $5 fine in this case. The court Imposed a fine of $5 and suspended sentence by taking their personal bonds. BELL TEAMS. ‘Thenext case called under the regulations was against a young colored man, named Wm. Swails, who Was driving a doubie team hauling stone along Pennsylvanta avenue, near 26th street. He had & long strap of sleigh ‘bells attached to the tam. He was arrested by Ollicer Holmes. Mr. Hewlett raised an objection to the information, which the court overruled. ‘The judge asked Mr. Padgett, who appeared for the District, 1f he was willing ‘to take Uae detendant’s personal bonds. Mr. Forrest sald he yhought, a3 this was the first day, Il would be well to dispose of all of the cases I the same way by taklag their personal bonds, as It Would serve as a warning to all others, ‘The judge said he thought that the best course to pursue to-day, but he Wauted it understood (hat if they repeated the offenses they would be brought in and made pay the fines in the present eases. He also wanted these persons to under- stand that the court would impose fines in cases of Violations of the police regulations, and tn the future they would not be disposed of as they have been to-day. John Fairfax, a clored cart driver, was put under his personial bonds for having belis attached strict grove in Montello, where it was held two years | to bis animal. ‘Thomas Sinith, a colored driver for Mr. Wash. Hannacke, Who owns an ice wagon, was charged by the same officer with having bells on his team in Yjolation of article nine, and the ease was continuel until to-morrow for'the defendant to give his personal bonds. ON THE WKONG SIDE. ‘Mr. Frederick Springman, the feed dealer, was charged with driving on the wrong side of 15th street. He drove around the corner of New York avenue, and wanted to turn into G street. He did not care to drive across the track to go the short square, and Would not go across the track when told t6 doso. Officer Sulkeld placed him under arrest. His persoral bonds were taken. Grant Campbell, charged with same offense, for- felted $5 collateral, which will be returned if he calls for It. HOKRY-POKEY, ETC. Pasquale Girard sounded his hokey-pokey bell and gotarrested. He was tgnorantof thelaw. His personal bonds were taken and his $5 returned. Oliver London and Robert Moffatt each gave their personal bonds for ringing gongs attached to milk wagons. John Hall gave his personal bonds for failing to maintain distance between carts, ‘The only warrant issued under the regulations was against Louls Bosworth, cl im with using more than eight feet of the public street for building material. ‘THE POLICE ORDERED TO STOF THE RINGING OF COW- BELLS BY CYCLE RIDERS. Commissioner Wheatley was in a very good humor this morning, when a Stak reporter ac- costed him in reference to the new police regula- tions, He laughed considerably over the eccen- {rlelties lastnight of some of the bleycle riders, and told some atnusing stories of titel antics. He does not think, however, that the bicycle riders evinced a proper respect for the regulations, which have been made as much for their protec: Uon as that of the public. Major Moore was sent for, and after a short conference with the Commissioners he was instructed to stop the ringing of cow-belis, dinner-bells and other, nolse-tnaking contrivances on bicycles or trieycles under section 1 of article 9, which pro- bIDILs the soundigg or striking of any '“bell, gong, horn, whistle, drm or other Dolse-laaking article, instrument or device,” witn the exception of the light bell or gong which ts required by law to be attached to a bicycle or tricycle. So that if these machines repeat to-night thelr noisy manifesta- Hons they may find themselves in the hands of 8 ice officer, With a fine of $5 to: them in the face. ores A GARBAGE NUISANCE TO BE STOPPED. ‘The olfactory nerves of pedestrians will no more be offended by the unwholesome odors which follow in the wake of garbage carts, For many years much of the offal and garbage of the city has been removed by parties who carry it into the country to sell to the farmers as food for swine. They usually employ every variety of nondescript vehicle and animal, and, in their peregrinations from one house to another, they commit more nuisance to the square yard than almost any other class of offenders in this regard. Commissioner Wheatley said to a Stax reporter to-day that the Coromissioners have long felt the necessity of abating this nutsance, and when the police regulations were in course of preparation they hoped to reach 1t by prescribing the kind of cart which could be used in removing this matter, but the district attorney advised them that they had no authority to do thls under the act author- fing the Commissioners to make police regula- tions. ‘This obstacle was overcome in an indirect way by the regulation which prohibits any person, after having obtained a permit trem the health officer to remove garbage from leaving tor upon any streets, avenues, alleys, &c..” any drippings, droppings, spillings, or leakings trom his cart or other velucle. AN OLD GRUDGE SETTLED BY A PREMEDITATED HOMI- ‘cLDE. Henry Spencer shot and killed Scott Dawson Wed- nesday night at Rawlings, a station 5 miles from Cumberland, Md. There was an old grudge between themen. Dawsor, about three yearsago, wascon- ‘victed of felofitous assault upon a woman, and was sentenced to the penitentiary. When released re- cently he resolved to lead a better Ife. Shortly after Dawson's conviction Spencer married the ‘woman assaulted, and since then has felt bitter toward Dawson.” ‘The murder was apparently premeditated. Spencer went to Dawson's house and walked out with him. After going, a short distance he suddenly turned and shot lim down. Spencer, who 1s a powerful man, then walked ut the streets and defled any one toarrest him. ‘The sheriff of Cuznberland was telephoned for. He jumped on afreight train, and upon arriving at ;wilngs he sought the murderer and ordered him to throw up bis hands. ‘The command was in- stantly obeyed and Spencer disarmed. He was brought to Cumberland and placed in Jail. SPENCER MAKES A CONFESSION A Cumberland special to the Baltimore American gives Spencer's confession, in which he says: “Rachel V. Dawson, only daughter of Jas. 0. Dawson, of this county, and I grew up together. We Were schoolmates, and always fond of each other. When I was elghteen and she sixteen years Old Scott Dawson attempted to rape her, beating and injuring her terribly. He was sentenced to the penitentiary for six years, and served most of his tine, I'swore that i would some day kill him for this deed; but, as he was in the hands of the law, and I was not yet married to Rachel, I put 1t off, but always meant to get even with ‘scott for his injury to my sweetheart, I married Rachel on the 27th of December, 1882." He then relates his ‘movements up to July 18 of this year, when he WENT OUT TO KILL SCOTT and avenge Rachel. He sald: “I walked slowly, and {t was about 4 o'clock when I came to Scott's house. A woman was cleaning an iron pot in the stream at the alde of the house. Scott was stand- ing at the window next to the stream inside the house. Ispoke to both of them, as this was the first time Thad seen them since March. Scott asked me how I was, and I told him Iwas not feeling well, and that I wanted to talk to him. He came out of the house, and we walked on toward the road. I did not want to shoot him in sight of his wife. Scottand I talked quietly about anything till we reached the road. I stopped in front of him, and, looking him square tn the face, sald: “scott, do you recollect the awful crime that you served my wife? Why did youdo it, and what was He replied, ‘Wel, T don't known, without tt “He replied, ‘Well, I don't known, without it was the devil that made'me do ft “Then Isald, ‘Scott, don’t you know you done wrong? Don’t you tiiink you deserve kiliing?’ “He said, ‘I don’t know but what I do.” “I then siiid, ‘Scott, that’s my business here to- day, and I mean to kill you before I leave the ground, or die here beside you.’ “He looked scared and condemned. I then drew my pistol and shot him tn the left breast. I was close to him, and he fell backwara with a groan, Ashe attempted to get up 1 shot him a second Ume in the face, and I think he sank back dead.” Evidence Against Chicago’s Boodlers. ‘THREE OF THEIR LAWYERS WITHDRAW FROM THE CAE. Robert Hill, of the wholesale dry-goods house of Storm & Hill, of Chicago, testified yesterday in the boodle trial that in order to obtain trade from the county he had to present Wardens Varnell, McGarigie, and Frey with about $1,800 worth of merchandise yearly for their personal use, W. H. Gray detatled the manner in which he turned over $3,000 to the representatives of the gang for giv- ing him an artesian well contract.
