Public opinion Views the streets and reservations of this city as at the mercy of its two great railroad systems, and attributes the failure of the roadsin the past osetze everything in sight not to the restraints of an indifferent Congress or timid Commissioners Dut to the Jealoustes of the rival corporations. The Toute suggested by the present Commissioners at ‘the last session of Congress, in order to elicit discus- sion, while it has its good points, maintains and enlarges the evil of railroad occupation of the mall and of important streets and avenues of South Washington, and in the feature of the loca tuon of the Union depot has received and will always recetve the bitterest. opposition from the people of Washington. If the Commissioners, in ‘the light of the desired discussion of the subject last session, will boldly approach the question from the point of view of this community, point out to the Senate committee the illegal ‘Occupation of public land by both the railroad aystems, and suggest a common route and a union depot which, without entirely sacrificing public eonventence, Will do the least damage to North- east and South Washington, and will preserve the Deauty of the city in its intended unbroken line of public reservations, something practical may be accomplished through their report. It has Deen recognized in the Senate that these roads have no vested rights in much of the publtc ground which they have occupied, and that body has re- cently shown unusual interest in the raflroad usurpations and the matter of regulating the routes im the city and of establishing a Union depot. Public sentiment on the subject 1s aroused and or- ganwed. The Commissioners, as the offictal repre sentatives of the District, by making thentselves the bold and faithful representatives of the com- munity tm this matter, can render Washington efficient service. When necessary restrictions are to be placed upon powerful corporations, all citi- ens must pull together for the public good. The raiiroads are strong enough to establish and pro- tect all thelr rights and make vigorous resistance to proper regulation without the ald of divisions dissensions, or cowardice among those who fight for the interests of Washington. ——— Lord Charles Beresford, who has just got into trouble through an act of tmpudence at the naval review last week, 13 one of the family known as “the fighting Beresfords.” From boyhood he has been contemptuous of discipline and regardless of even the ordinary proprieties of life. Itwas he who got up the practical Joke which set all Eng- land by the ears in the summer of 1883, when the news went abroad that M. Waddington, Admiral Keppel and other distinguished guests of a peeress at her country seat in Cowes had quarreled at table and indulg-d in afree fight. Even royalty Decame alarmed, lest the insults put upon M. Wad- ington should lead to a breach of relations with ‘France; untilit leaked out that M. Waddington ‘Was not present at ail, but was represented by an actor “made up” to counterfeit his appear- ance exactly, and imported for the occasion by Lord Charies. It was a similar love of pranking that induced Beresford, when a midshipman, to show his dislike of America in a practical but somewhat pertious way. He was attached to the Pacific squadron, bis vessel lying at Honolulu, ‘Onur civil war was at its height, and he, like many Other titled Englishmen, was in warm sympathy ‘with the confederate cause. One night he asked leave to go ashore, and, procuring a saw, awaited his opportunity to climb up and cut away the Patriotic emblems which overhung the door of the ‘United States consulate. It was not difficult to ‘trace the thing to him, and his admiral punished him by making him mount a ladder, in broad day- light, in the presence of the assembled populace and the officers of the fleet, and fasten the emblems in place again with hisewn hands. As Beresford belongs to what is knownas the Prince ‘of Wales's set, it 1s not likely that he will be per- mitted to suffer long for his recent indiscretion, ——- = ___ Chief Secretary Balfour 1s not disposed to admit ‘that the government has made a mistake, or ‘Violated the constitutional Uberties of any citizen, by proclaiming certain counties in Ireland under ‘the crimes act, when the public records do not comtam the evidence necessary to sustain so ‘Wolent a procedure. He declares that the govern- ‘ment 1s in possession of damaging facts furnished by secret informers. This statement 1s not cal- culated to soothe the ruffled feelings of the Irish people and their sympathizers. It 1s bad enough to be punished without trial for offenses which are frankly charged In the pubifc hearing; but, ‘when the charges are kep* secret and the punish- ment is inficted without the formality of an open accusation, the case gets uncomfortably close to irresponsible despotism. ‘The labor party in New York city, which s now struggling to procure the appointment of election inspectors, involving its recognition under the law as one of the great political organizations, is met ‘at the outset of its work with a serious embarrass. ment. The formal inquiries which its members ‘are requested to answer before they can qualify as Anspectors include one as to their support of a cer- tain subordinate candidate at the election last November. This tsa poser, as it 1s likely to bring to light the fact that, young as tt ts, the new party has already fallen into the old parties’ bad habitot trading votes. The Henry George men are loud in thetr denunciation of such a question, and will probably refuse to answer it. The movement to abolish primogenfture in England ts based upon a recognition of the ad- ‘vantage to a nation of having Its land distributed among numerous small holders and the evils of Vastly unequal distribution. But the Engiish movement only seeks to remove an aru- ficial restriction upon the voluntary diviston of land, and does not counsel disguised robbery to bring about its more equal distribution.
