One might infer from their comments that the President, ‘While perfectly able to weigh conflicting claims to Other offices, and to pass upon the individual merits of applicants, must fall immediately into extraordinary confusion, and, in a spasm of em- Darrassment, present a District office to some out- @ider, if itso happens that more than one appli- Cant for that position hails from the District. The friendly contest for a local office of this kind be- ‘tween a few of the District democrats furnishes ‘Bo Justification whatever forthe suggestion of this @arious sort of vertigo, which 1s pictured as doing Violence to the wishes both of the President @ndthe people of Washington. The strongest @esire of the District as a whole, of the flew citizens who are candidates, and espe- tally of the great mass who are not candidates, $s to put a check upon that well-worn slander which represents this community as differing from other American communities tn that it 1s @nfit to furnish the men from whom those who regulate tts local affairs shall be selected, and which brings upon us and into local offices, through one filmsy excuse or other, a stream of imported office-holders. The single office under consideration is not of especial consequence, ex- ‘cept so far asa local appointment would indicate a Partial refutation of the slander of unfitness to which the District has been subjected. If the President has an inclination to appoint some local @emocrat to this office, Col Vilas ought not to throw obstacles in the way. The spirit of fairness and an appreciation of established American prin- efples should prevent him, even if he thinks the home-rule plank of the democratic platform does Bot ————_ A correspondent inquires why, if a private Vehicle does not need bells to warn pedestrians of its approach there should be any need of them on astreet car? It may be suggested, in answer, that a car is confined to a track, and cannot turn out as an ordinary vehicle can. For another thing, a car has no pole, and the entire resistance necessary to bring it to a full stop when under headway must be exerted by a driver's arm and an tron brake. For these two reasons, much of the pedestrian’s chance of salvation must rest with himself. Our correspondent objects to the jingle ot the bells at night because they disturb the rest of invalids. Undoubtedly the sound of these bells 4s something of a nuisance to certain ears and nerves. But the sharp pounding of the car-horses’ ‘hoofs upon the cobbie-stones diminishes the tm- portance of the bells, both as a protection to pedestrians and as a nufsance to tuvalids, With- ‘out the bells the moving car 1s accompanted by noses which give notice of ts approach and also Jarsensitive nerves. The bells are only a slight additional protection to some persons and a slight additional discomfort to others, and the question of their retention or abolition Is not one of the greatest consequence. With the fire-alarm bells it fs different. Tue conventence and comfort of the business men of the city, wbo at night are notified by the alarm whether they can remain at ease in their homes or need to rush to thetr stores and offices inorder to save by removal threatened property, outweigh the objections urged against the bells. A bustling modern city cannot be treed from all discordant sounds, Dwellers therein must and do harden their nerves, and unttl the ear has come to disregard the rattie and jingle and murmur of the street and other eity sounds, relief may perhaps be sought in the anttphone, the new- ly-invented instrument whieh 1s said to protect the ear from undesirable noises. The people of ‘Washington will hope that the Commissioners may hold fast to their determination to retain the fire-alarm system. In the whole matter of framing the present regulations for the good order of the eity they have suown a commendable readiness to add to, subtract from, or modify the rules sug- gested by them, when good reason for so doing has Ween shown, T can be no doubt that Wash- ington wishes to retain the fire-bells, Onevery account the proposal toexamine the books of the disbursing officers in all the depart- ments of the government, and compare balances with cash, is to be commended. No private businesscan be run successfully except by fre- quent comparisons of this sort. An honest book- Keeper would not wish tt otherwise, and a dis honest one ought not to be allowed the advantage of lax oversight. The legislation Which will be necessary next winter to legalize ‘the new system, and the arguments adduced tn Ata support, may impress upon Congress the de- mand for better general provision for the city's defense. There ought to be no difficulty whatever, and no tremendous expense, in guarding the ap- proaches to Washington, by both land and water, ‘with forts strong enougn to hold any orainary in Yading force at bay.
