On the one side 11s asserted that he {s a democrat, and, having Deen appointed by a democratic administration, that organization Is responsible for his rascallties, On the other hand, it {s stoutly asserted that he never was a democrat; that he acted with the Tmugwumps n the last Presidential election, but that he always has been and still {s a republican tm princtpie. ‘This fs an exceedingly narrow and hardly credi- table treatment of the subject. It does not touch the root of the matter, and will fall very far shart of satisfying the people of the country, whose money has been stolen. The real point in the case les in the circumstances attending the appotnt- ment of the rascally official. It is stated on appar- ently good authority that at the time of bis ap- pointment strong protests were made against the proposed action by prominent and influential dem- oerats of Pennsyivania, whose opinions and wishes ‘were entitied to respect by those im authority. Is thistrue? And if so, upon what grounas was the appointment opposed? There must have been for- mal charges filed, or some reasons assigned; and, in view of the active objections made to it, it be- comes matter of public interest to know why and under what circumstances 9 man so mant- festly objectionable and unfit for it was put ina position of responsibility and trust. This is the feature of the case that needs elucidation. It makes very little difference which Ucket he voted. ——<—<$<——— ‘The English conservatives have had their way concerning the coercion bill, and have obstinately pushed the measure, With the aid of bolting lib- erais, until ft will soon bealaw. In effect they have been armed with a whip, and the question arises: “What will they do with it7” Wil they take warning from the returns in the Spalding, ‘North Paddington and Coventry elections, or will they attribute thetr losses to other issues than the Irish question, depreciate the lesson of bye-elec- Uons, give to Ireland its threatened flogging and abide results? ‘The conservative reverses in dis- tricts so varied in interests and character of popu- lation as those which have recently voted can hardly be explained except upon the theory of some general cause of dissatisfaction with the government's course. The suggestion of local issues will not suffice. An explanation, ignoring the home-rule question, which will account for the liberal victory in the Spalding district of Lin- colnshire will not meet the case of the heavy con- servative losses Im the strong tory borough of North Paddington or the conservative deteat in ‘the borough of Coventry. At Coventry on Saturday the Giadstonian candidate was elected by a major- ity of 16 votes. In June of last year the conservative candidate was elected by a majority of 425, aud in the general election of December, 1885, without the aid of bolting liberals, the conservatives carried the borough by a majority of 229. The London Post, a supporter of the government, per- ceives from these returns that the recently sub- merged Gladstone {3 getting bis head above water, but thinks that the lesson taught is the necessity, not of mercy and justice, but of “stronger measures with regard to Ireland.” If these reverses give the energy of desperation to the attempted enforcement of the coercion law instead of rendering the conservatives timid, Litter experteaces seem to be threatened both for the Irish and for the steadily weakening govern- ment which for a short time may wield the lash. = —___ King Kalakaua has accepted the inevitable, tt appears, and made a change of ministers tn defer- ence to the demand of the Hawaitan populace. ‘Phe news, however, which comes from Honolulu by Way of Sam Francisco sbould be accepted with caution. All Washington will hope Uthat these reports are true, that the suggested | recommendation of a post-office bullding will not De forgotten, and that the President's desire to find and appoint some competent citizen of the District to the local postmastership may be gratt- fled.
