The subscription must be iwwartably paid in ad- vance. ‘The new police regulations are creditable to the District Commissioners, and will be beneficial to ‘the District. ‘They put in clearer and more con- venient shape some ordinances already existing, but separated and half hid in the chaotic mass of District law, and add new regulations, approved by the experience of modern municipal corpora- tions. Legislation of any kind for Washington Which tends to give it some of the modern im- provements tn munictpal regulation, and to put it upon an equal footing in such respects with other cities of the last quarter of the nineteenth cen- tury, is rare. The Commissioners seem to bave exercised the restricted power of quasi-legisiation concerning certain subjects, delegated specially to them by Congress, with discretion. The citizens Of the District will be grateful for this beginning tm the systematic regulation of the District accord- ing to modern ideas, and will expect the new police regulations to be merely the forerunner of a compreliensive code which shall give the District the latest and best statutory law, and Sally quiet the perturbed spirits of ancient laws which vex us with the ghastly uncertainty as to whether they are alive or dead. The new regulations, of which the substance was printed in yesterday's ‘Stax, touch upon many subjects of local interest. ‘They present the law upon a number of matters concerning which complaint has been made in the columns of Tue Stax, in such shape as to promise aremedy. Provisions to prevent the accumula. tion of debris in the streets and pubiie places, including a prohibition against scattering hand- Dills; to reyulate the driving of cattle and certain other animals in the streets; to suppress the howling dog, the crowing cock, and the cackling hen; aba to protect pedestrians from vehicles and the obstruction of steam cars or engines at cross ings, and trom the nolseiess, rapid bicycle both by night and day, may be noved among the num- Der. ‘The additional regulations need only vigorous enforcement to add a new charm to life in Wash- ington and to contribute largely tothe comfort and welfare of the community. It 1s not to be sup- posed that the new rules cover everything, nor that they are absolutely perfect, so far as they go; Dut they form an admirable beginning, and can easily be extended or amended as circumstances demand. But as they stand now ail that would seem to be needed is the vigilant and determined action of the police authorities, backed up by the moral and material support of Its tax-paying and law-abiding people 0 make the national capital the most attractive and best governed city in the country, as it showid be. Properly construed, the new rules Will not work areal hardship in any case, sweeping as they may seem. ‘They may dis ‘turb for a ume the ideas of right and liberty en- vertained by a few persons who have hitherto pur- sued somewhat predatory careers, regardless of the rights and welfare of others, but they are framed tm the interests of society generally, and should beaccepted and carried out accordingly. ‘The good results intended can easily be attained if the police autuorities take hoid of the subject with a will in the start, and if all good citizens will, as they should, constitute themselves for the time being aids and assistants to the officers in tnetr efforts to carry the new code into effect, and thus secure a condition of peace and order hitherto un- known here. $$ ‘The bears made a drive on the stock market in ‘Wall street yesterday, and caused some ground and lofty tumbliag among the listed securities, which probably startled smail holders and timid people generally.
