A THE EVENING STAR: WASHINGTON. D.C.. TUESDAY, JUNE 21, 1887—WITH SUPPLEMENT WASHINGTON: TUESDAY... June 21, 1887. CROSBY 5S. NOYES Editor. ‘be Evening Star has « regular. permanent bona fide daily circulation mere than trebic that of any ether daily paper published in Washington, and much greater than that ‘ef all the other daily papers here added jogether. ‘Those who leave the city during the summer can have The Star matled to them for any length of time, and the address changed as often as desired. The subscription must be invariably paid in ad- vanes. ‘Victoria is undoubtedly, in some respects, a re- markable as well as a fortunate woman, and many great things have come to pass, with or without her agency, during her lucky reign of fifty years; Dut it Is not wise to claim for that eraevery thing inthe way of human progress. One of our co- ‘emporaries, for example, asserts this morning that “The first steamer crossed the Atlantic ocean ‘the first year of Victoria's reign and the first rail- ‘way was built in England.” ‘These are most surprising statements, The steamship Savannah, bullt in Savannah, and com- manded by an American skipper, crossed the At- lantic as early as 1819, and before Victoria as- cended the throne arrangements had been made for establishing regular linesof steamers between ‘New York and Liverpool, The facts are equally against the assertion in regard to railroads. Victoria was crowned on the 2ist of June, 1837, ‘Dut the Liverpool and Manchester steam railway line, was well in operation as early a 1830. ‘This 1s claimed as the first road of the kind ever Duilt, as it undoubtedly was; but a locomotive ‘engine built by the late Peter Cooper carried pas- Sengers from Baltimore to Ellicott’s Mills at the Fateof eighteen miles an hour the same year. Nearly four hundred passengers were carried daily by steam over the railroad between Albany and Schenectedy in 1831, and in 1832 locomotives ran over that line at the rate of thirty miles an hour. It maybe added in this connection that regular passenger trains were running over the raflroad between Washington and Baltimore long Defore Victoria's coronation. Its all right to sing praise where praise ts due; ‘Dut it 1s well enough, at the same time, to pay due regard to the truths of history. ‘Thousands of college graduates will drop a tear upon the grave of the renowned General Daniel Pratt, who has just gone to that undiscovered country from whose bourne no traveler—not even ‘the great American traveler—returns. Although known to the general pubite only in his character as a tramp, with nothing but his harmless eccen- trictties to recommend him to notice, he is said to have sprung from a family of emfent respecta- bility and to have deliberately thrown over eacellent opportunities offered him in his youth to settle down and lead prosperous life. He was particularly fond of visiting the colleges, where the students used to greet his speeches with up- Yoarfous applause, join him lustily in the chorus to hfs favorite ballad, “Roll On, Sitver Moon,” and make up for any pranks they played on him by a liberal donation of dimes and quarters. He was not merely a spouter of gibberish. Although greatly given to coining words and phrases and ‘to the use of redundant periods, he often con- trived to tuck away in his mock-eloquence some ‘dbits of sound common sense, which will be quoted for many years after the mortal parts of the orator have crumbled into dust. ——$——— Queen Victoria, fifty years a ruler, is to be con- gratulated upon her empire, and that empire may ‘ve congratulated upon the personal attributes of its queen, During Victoria's reign the social, political and material progress of the mass of her people has deen marvelous. The queen's domestic virtues, her unselfish desire for the welfare of her people, and her wise abstention from attempts to check the growth of representative government, have endeared her to most of her subjects, and won for her approval from the world. In the eyes of Americans the skeleton at the jubilee Teast, to remind the great empire and its virtuous queen that they are fallible, 1s Ireland. But ettizens of this country will heartily tender con- gratulations to our neignbors across the sea for material growth and good deeds accomplished in ‘the past fifty years, and will add best wishes for future well-dotng and prosperity, justice and mercy to dependent peoples, and pleasant relations ‘with the United States. a ‘There 13 a good deal of farce about the whole Dusiness of jury-getting and jury-keeping as at present conducted in the great cities; but one of ‘the most absurd features in the case of the Sharp Jury in New York ts the half-way effort made at ‘their seclusion. On Sunday the jurors were per- maitted to walk the corridors of their hotel, but not ‘Ww set foot outside. They could not entertain or- inary visitors, but were granted the companion- ‘ship of their families. It does not seem to have occurred to thetr judicial Keepers that, if any of these gentlemen were disposed todo wrong, it Would be as easy todo it within the hotel as on the sidewalk; while, if they were to be reached by the professional “fixer,” the safest people through ‘whom to carry on the work would be the members of their own household. If seclusion of the jurors 4s necessary, they should be effectively secluded. It ts dangerous to take only suffictent precautions ‘to Indicate suspicion, and not sufficient to prevent the suspected purpose from being carried into effect. ——-—__ ‘The Beecher biood has not lost its hold upon Plymouth churea. If the dead preacher-philan- ‘Uaropist had left behind him ason capable of fll. ing his pulpit, 1t 1s not improbable that the loy- alty of his parishioners would have manifested itself by calling the son to succeed the father. ‘The best substitute for a successor in the line di- rect is one descending from a collateral branch, with such a mother as Harriet Beecher Stowe; and it ts not surprising that the Rev. Charles Stowe, of Hartford, should have found such favor in the eyes of the Piymouth people as to make his ine stallatjon probable. $$$ Queen Kapiolani continues to enjoy herself hugely in London, the threatened revolution in Hawait, considerately postponing itself; and tak- tng into account the attention and space now necessarily given to the affairs of her colleague, Queen Victoria, Kaptolan! has reason to be proud of the magnificent description of her jubilee cos- tume, cabled to this country. Nor is information omitted of “the feather work of the most unique character” which the visiting Queen is to add, as her mite, to the jubilee fuss and feathers. All hall, Kaplolan! and Victoria Maxwell-Brooks, or Brooks Maxwell, or what- ever it may please the taste of the murderer of Preller to call himself just now, will have to be hanged for his crime, He has contrived to ght off justice @ good while, butin vain. If ever a prisoner may be said to have convicted himself, Maxwell is the man. Had he stuck to any one of the five or stx stories through which he tried to wriggle out of the tolls of the law, he might, per- haps, in the weakness of direct evidence have pulled through; but it was imposstbie for all of tuem to be true, and his contradictory statements seemed to betray a consciousness of guilt and helped materially to convict him. $$ ‘The Wall Street reporters have published several Umes an assurance that Jay Gould 1s feeling much Detver since his recent yacht-run down to Wash- ington, This improvement ts explained on the principle that a good deed 1s tonic by the news that, while at Mouat Vernon, he authorized the purchase at his expense, of an additional tract of land to be added to the estate. This wasa pleas. ant act on Mr. Gould's part, and its effect ts heightened by the unostentatious manner in which it was done. 1s LOW SHOES AND SLIPPERS.
