For several years certain members of the G. A. R. have tried to com- mit the grand encampment to the support of a service pension scheme, but have been vigorously choked off In every instance, The element that has been uppermost thus far in the great veter- ang’ organization has favored the principle that the government should be generous toward those who fought In its defense, and whose patriotism has put them in need of help; but it has felt no sympathy with the wholesale raid of the claim agents upon the Federal treasury. Last year, be- fore the Prestient’s policy in general pension mat- ters was thoroughly understood, he recetved a most cordial invitation to San Francisco for en- campment week; and much regret was expressed, ot only by the citizehs, but by prominent dele- gates to the convention, at his declination. There may have been then, in the minds of some of the pauper pension acttators, a secret hope of being able to commit him by tndirection toa course of conduct in harmony with their designs. This year they not only recognize the folly of such schemes, Dut they fear lest his presence in St. Louts while ‘the encampment is In progress would have a de- Pressing effect on the plans they have arranged for capturing it in the interests of thetr new Dill. Hence the excitement. This 13 a Ume when every ‘comrade who has the real welfare of the Grand Amy at heart should exert himself to see that The anti-pauperizing majority keeps tts_grip well fastened on the organization. ‘The claim specula- tors have thetr scouts out in force, and, If the good men relax their vigilance, the bad men will get control It is of trifling consequence, compara- tively, whether the President spends encampment ‘week at St. Louls, or in Washington, or on Saranac Lake. Of course, on the same principle an officer protecting the property of bank may slyly pocket a handful of small change, and a policeman protecting flowers may secretly appropriate a few, though he break a ‘Dush or tree to do so. This idea will not be popu- lar here, but thereis a suggestion in the New York practice Which may profitably be followed in this city. Policemen’s trials there are public and thoroughly reported. Under the secret system of trial which prevails in this District, it will be dif- ‘Aeult for the public to tell how far the members of our police force are tainted with the notion ‘hat a policeman cannot violate the law. The tribal aystem, While It maintains communism for its fundamental principle, nevertheless throws the bulk of authority in matters of business into the hands of the great chiefs, who become practically despots. They lease the lands of whole tnbes to white cattlemen, and of the paltry rent obtained Appropriate the larger share themselves. This Sasy road to comfort will be closed against them by the severalty law, under which each Indian's fights and privileges are restricted to his own Jand. It ts natural, therefore, that the chiefs ‘should jotn with the cattlemen in the effort now making to prevent the enforcement of the act. It Ss equally natural that every far-sighted friend of the Indian should urge its enforcement to the letter.
