WASHING GTON: June 10, 1997. ‘The Evening Star has a regular. permanent bona fide dally cireul of any other daily paper published in Washington, aud much greater than that «fall the other daily papers here added tegether. Advertisers ‘will serve their own purpose best, and at the same time greatly accommodate Tax Star, if they will send in before noon to-morrow their announcements for the extra large edition of Saturday's paper, the forms of Which must be sent to press much earlier than on the other five days of the week. ———--see. ‘The Lynchburg Advance answers Sir Edward ‘Thornton's charge that Virginians have injured ‘their credit all over the world, that no foreign country will lend them rooney now on any terms, and that as a consequence the peopie of the State have to bear additional burdens. It says in reply that Virginia could not, if she would, borrow a dollar from any “foreign country” or capitalists in the world because her constitution expressly pro- hibits her doing any such thing; and that as a Brate, therefore, she neither seeks nor needs any credit, at home or abroad. If Virginia cannot be- come indebted to foreign capitalists, Sir Edward ‘Thornton may well wonder if the English credit- ors whom he represents are imaginary. Of course the purchase of the evidences of indebtedness of @ State or person is in effect a loan to the latter, 8 much asif the transaction were direct. The injury to Virginian credit would affect the power Of the State to float bonds ata very low rate of interest, as a substitute for the present indebted- Ress, just as it 1s sald to affect the capacity of the ‘Virginian farmer in this victnity to obtain from ‘outside capitalists loans for improvement secured upon Virgintan property. The Advance also suggests that Tug Star 13 wrong in supposing ‘hat tt intended to advance the idea that capital and population have been or could be attracted to ‘Virginia because of low taxes or “semt-repudia- on.” “On the contrary,” It says, “the Advanee maintains that capital by the million has come to Virginia in the last few years to make profitable investment without caring a cent about the status ‘Of the debt question or probable taxation in the ‘the future, and that capital and population will continue to flow into this State whether the debt 4s settied in one way or another, or coupons con- tinue or cease to be a factor in adjusting taxes. ‘Tux Stax has not intended to misstate its cotem- Porary’s position. It certainly did not understand the Advance to mean that capital and population had come to Virginia without being Influenced at all by considerations of State credit, State debt and probable taxation. Unquestionably there has been a movement toward Virginfa within the last few years of the kind suggested, and Tum Stan is glad to see the promise of new prosperity for the Old Dominion; but ff the idea 1s disavowed that an injured credit and threats of repudiation attract capital and popula- tion Tae Stax cannot esexpe the conviction that ‘Virginia develops in spite of ts attitude upon the debt question, and that the satisfactory settle- Ment of the matter will remove a check upon the flow of wealth and population into the State. It Delieves, too, that the people of Virginia can with out special hardship settle and meet the State's actual indebtedness, and that if the question were presented to them, free from political entangle- ments, they would promptly decide to dogo.
