THE EVENING STAR: WASHINGTON D. C.. WEDS Eee ia JUNE 1, 1887—WITH SUPPLEMENT. THE EVENING STAR. WASHINGTON: -Jume 1, 1887. ‘test for the Presidency. The surmises of all sorts convention who did not get all the votes he could and hold fast to all he got; and when he deid- erately broke his line he achieved the only victory won by any one. In 1884, when he had become the standard-bearer of his party, he waited tll it had been definitely that his antago- ‘nist would not go personally upon the stump, and ‘then he took the opposite course and made & tour of the eastern and central states, where the hottest of the fighting was to be done. At present he finds himself face to face with Senator Sherman in a friendly contest for the nomination. Mr. Sherman was in ‘the South yesterday, 1s in the North to-day, will bein the West to-morrow, stirring things up wher- ever he goes and making politics the chief subject of his discourse. Accordingly Mr. Blaine takes ship across the ocean, gets asfar away from the soane Of poitical activity as possible, refuses to discuss public questions, except in the most gen- eral manner, and will lite-ally keep his hands off the party machinery till the convention has de- cided whom 1t wants to head ita ticket, ‘There ts a new dodge by which tramps hope to get a living without work and yet escape the penalties of vagrancy. A “tough” of the worst character quits his home and wanders toa dis- ‘tant city where the labor cause is strong. Here ‘he applies for admission to one of the local trade- unions—say, the painters, for example. When the ‘committee on admissions look up bis antecedents, ‘they report against him as a matter of course, and of trade-unions on principle, and represents him- self aga victim of the tyranny of unionism. The unions Will let no one work who does not belong to them, be argues, and when he applies for ad- Iaission they won't let him in. The anti-umionists raise a small purse for him out of sympathy, and give him a letter commending him to the charity ‘of other persons who condema persecution, and, ‘when our tramp has milked the town as dry as he ares to, he passes on to a place where he is still unknown and repeats his little trick. It would be Just as well for benevolent people with long purses to scrutinize the appeals of the victims of union tyranny as carefully as those of other sufferers trom the imperfections of our social system. As was expected Gov. Hill has vetoed the new high license bill for New York. The condition of optnion in that state upon the liquor question tsmuch mixed. The temperance men favor high icense; the ramrod probibitionists oppose it as a compromise with the enemy; the democrats do not approve either prohibition or high license; the republicans are willing to establish high license 4m order to get rid of a separate probibition party. ‘In the measures passed 0 far by the republicans ‘there has been room for the suspicion that the ‘Weight of high license was intended to fall most beavily upon the saloon-keepers of democratic New ‘York and Brooklyn, and Gov. Hill has had no dimculty in supplying plausible reasons for his Se ee It has been discovered—by Chicago investiga- tors, @f course,—that the President's trip to st. Louts is to be made by way of Chicago, and really more for the purpose of seeing Chicago than of seeing St. Louis, Mrs. Cleveland, according to the same authority, will not go to St. Louis at all, but ‘will spend all the time allotted to her Western va- cation in Chicago; and it 1s eveu whispered that ‘the elegant invitation album, concerning which 80 much has been published, was designed and made by Chicago craftsmen. If a respectful sug- gestion is in order, why would it not be @ good dea for Chicago to step in now and take the whole Dusiness off the hands of St. Louis? It would save ‘St Louis lots of trouble, and it would gratify Chi- cap mmeustly to do tne ang aa it ought to eppeerereesssse-aen ‘Liputenant Cash has acted wisely in withdrawing ‘is protest so far as to permit the payment to the ‘National Rifles of the prize awarded to that corps by the judges at the drill. The award was made after the judges had satisfied themselves of the Yair observance of the conditions of the compe- ‘Ution, and their decision cast no reflection upon ‘the good faith in which the protest was entered. On the other band, Mr. Cash's withdrawal of his objection relieves his motives of any possible imputation of a mere desire to annoy a rival organization. In other words, the British manufacturer finds bis American market seriously narrowed by his inability to ship to Chicago, St. Lous, Cincin- nati and other interior distributing canters cheaper than the American inland manufacturer can send the same goods only a quarter the dis- tance.
