THE EVENING STAR. WASHINGTON: ‘WEDNESDAY. .-... May 0S, 1887. CROSBY S. NOVES....... ‘The Rvening Star has a regular. permanent bons fide daily circutation more than trebie that of any other daily paper published in Washiagion, and wueh greater than that «sult the other daily papers ere added together. SHE STAR cannot undertake preserve or return rejected communications. Contributors who wish to possess their manuscripis, f uA used, should Keep a copys ER Mauer of whatever character intended for publication must, i/ its appearance the same day ts desired, reach the office not luter than 12 clock noon. WF No attention paid to Anonymous Letters or Gommrnieritions or any subject, Jay Gould fs always an interesting witness, no matter what the question at issue or what side he ts talking om. In bis testimony before invest!- gating conunittees he ts 3 allowed @ greater latitt expression than when he takes the standin court. The story he told toa legistative committee In New York sev- eral years ago, deseribing is early hardships and Struggles, the business he built upas a rat-tra; Pedler while a boy, the work he did and the ex posure he suffered asa surveyor, and his resort to Deayer one day in the woods when his heart fal him, was one of the most entertaining narrati im modern literature. It gave th ‘over, a new insight into Mr. G thought and piety of spirit. On every occasion Since then, When he has tigured prominently as a Witness, this impression has been tntensitied. No map could bave been more scrupulous in his best, because he 1s at his relations with his associates in the Moancial world and with the pubiic—ac- corting to his own account. Before th Curtin commitwe be made tt plain that he was a deeply-injured philanthropist. The tears almost gathered in his eyes as he told how mueh he had Gone for the workingmen in Lis employ, and how Dadly he had been treated In Yesterday, | Defore the Pacific railway Investigating committee, Le expiained Low nobly be had sacrificed his own interests for the benetit of the other railway tman- agers concerned with him in the consolidation of 1880, by consenting to an arrangement which did ot prevent his Missour! Paciilc stock from ristug from & to 114% within the first six months of the following year; and also, how, as trustee, holding nearly thirty thousand shares of Denver Pactfie stock, worth ten cents on the dollar, he contrived tw obtain an order of court which enabled bim to ‘turn it into the bands of the Union Pacitic consoll- dated company at about seventeen cents. Such recitals as these are not only interesting tm themselves, but they tend to elevate public Sentiment by showing what si capabilities 1m philanthropy may lle ildden under an exterior Of selfish greed and unscrupulous rapa It taay not yet be time to ralse a monuntent to Mr. Gould by popular subscription; but, for the en- | couragement of struggling youti on the one hand, and of good men whose motives are utterly mis- construed on the other, it behooves him to get out an antobiography like Barnum’s, for Instance, full of suggestive anecdotes and hints to the unin-} Atiated. ‘The evtis of unrestricted immigration to this country from Europe and Asta are freshly im- pressed upon the public mind by the extraordinary ide of immigration which is now pouring in upon us. The available unoccupied public land. upon Which so many new comers from Europe have found homes, !s now nearly filled and rapidly 1 tng. By restricting Chinese immigration the nation has already indicated the beginning of a new era Im the national life, and the end of that stage 1m which the republic has played the part of “an asylum for the oppressed of all nations.” ‘The theory lias been deilberal Jopted that the asylumn Is full so far as mentally and morally de- fective inmates are concerned. and that life, 1ib- erty and the pursuit of happiness will best be se- cured to Americans by withdrawing the tndis- ertminate offer to the world of the opportunity to enjoy within the United States American priv- Meges. There ts consequently no creat sentime Tal shock m the immigration from Eu- Tope 18 sought to be restricted upon the same ground, though not to the same extent, as Asiatic immigration. It 1s evi- @ent from recent events thet the republic has taken and istakinz into itself, and {8 at- ‘tempting to asimilate elements which are as dit- fcult to absorb as the Chinese. No man be more un-American than the American anarchist. It fs noble to serve asa true asylum for the op- preswed, but the role of dumping ground for the ‘world’s worthless and viclous 1s not so lofty. Some eheck upon the rush of European criminals and Tunaties to our shores, and upon the easy grasp of the privileges of American cittzensnip by those who are unable or unwilling to appreciate and ‘Value them, seems absolutely necessir ~In order to allay the pante raised by some per- son oF paper that cannot now be positively identi the Commissioners were cotapelled to turn from thelr regular work and elaborate some sub-rles which they Were not ready to throw into form. Does THE Sraw understand? Or is it ni plraseviogr? It is hot nice for Tue Stan to allude Yocierks as “dogs Washington Poe, i Mr. Oberly who made the ambiguous, absurd and vaguely threatening rules, and the reliable Baltimore Sun (which the President delights to honor by congratulatory telegrams) in which was Publisbed the original purpose of the rules and ‘the alarming intention as to wholesale dismissals of those who were to apply them, seem to be the person and paper hit by the Post in its rather acattery and panicky Ore. In the permanent interest of Washington city and tn behalf of a considerable body of its rest- dents the Stam gave expression to the fears which It did not cause, and it is glad to have participated in protest which bas compelled a disavowal of the purpose of the rules originally stated, a disclaimer | Of hostility and partisan motives, and the hasty formulation of amendatory “sub-rules” which give Some precision to the scheme, and remove part ‘Dut not all of its absurdity and unfairness. The Stam agrees with the Post that it Is not nice to ‘compare the clerks to “dogs barking at their own shadows,” as Mr. Oberly did in Monday's Post. Governor Hil! may not always win his political fights, but he has a way of making his opponents Ue awake nights to study out a plan for defeating him. His latest stroke in this line ts the nomiua- ‘on of Colonel Fred. Grant to succeed ex-Senator ‘Thomas C. Platt as quarantine commissioner. ‘This will worry the hostile senators. They will Jel that there is an unhappy conflict between the sharp politics of keeping Platt in and the popular | policy of giving his place to Grant. Mr. Platt ts not a geveral favorite among the republicans of ‘the state, but he 18a clever wire-puller, and has | ‘kept his grip on bis party by making it dangerous | Ww trife with bum. On the other hand, Colonel Grant, without baving personally any special standing, 1s the son of is father, who did not die im the hearts of his fellow-citizens when he died in the fiesh. There will be some lively squirming among the senators cominitted to the duty of cou- ‘Sruing or rejecting this nomination. —<$<—<—< a ____ ‘The President has made a just recognition of Teputable Journalisin ip his handsomely expressed congratulations to Mr. Abell upon the tirtieth an- niversary of the Baltimore Sun under his model management. | —__—— << Everybody will hope that genial kind-hearted | ‘Major Poore, will recover from his present attack | and live many years toentertatn the public with his bright and graphic pen-work Sessoxazze Dux Goons We have just opened some and American Satteens, Crinkle Seorsuckers, Lawns, fc. ac. One of the latest conceits in headgear isa hat made from the fibrous bark of a tree that grows only in the Australian Archipelago. It comes in several shapes, including the “Helmet,” which is used principally for bicycle riding: the others sre neglige hats used for touring or fish- ing purposes, The bats made from this bark are remarkable only for their exceedingly light weight and consequent comfort in summer weather—being novelty, we wanted it. Our buyer, being in New Youx less than a week ago, called on Messrs, J. W.Leater & Co., who have the sole control of these bark hats for the United States. They refused to sell us,and were frank enough togive their reason. It was that the exclusive hat dealers of Washington had bought their supply from them on condi- tion that they would not sell us, “Because,” they said, “Saks & Co. would knock our profits sky high.” Our buyer then wanted to buy some of them for our Riebmond house. “No,” ‘Messrs, Lester sald: “We were particularly cautioned by our Washington patrons not to sell your Richmond house, because they would ship toyoufrom Richmond.” Well, it was the old story—another “combine” to keep prices up here in Washington, but we bought and have Rot the Bark Hats, and from the house of J. W. Lester & Co., too, but they don’t know it, How or through whom we bought them is OUR busi- ness. Now the result: Exclusive hatters charge $1.50 for these hats, or did up to 9 o'clock last ‘night—we don’t know but they've changed their prices since they read this advertisement—but our price is $leach, 9 price perfectly satisfac- tory to us. We'll let you draw on your imagina- tion for the moral of this. Nice story, though, isn's it? BAES AND COMPANY, The People's Protectors, my18 300 to 308 7th st.
