THE EVENING STAR: WASHINGTON. THE EVENING STAR. WASHINGTON: ‘TUESDAY May 17, 18874) CHOSBY S. NOYES. .. Editor. ‘ke Evening Star hax a regular. permanent bene Sde daily circulation more than treble Ghat of any other daily paper published in Washington, and much greater than that fall the other daily papers here added THE STAR cannot wndertake to preserve or return rejected communications, Contributors who wish to possess their manuscripts, J un- "9 Matter of whatever character intended for pubiteation must, ¥ its appearonce the same day) te desired, reach the opice not later than i? e'eiock noon. 89" No attention paid to Anonymous Letters or Communications on any subject, It Is satisfactory to learn, from an order just is- ‘sued, that the Commissioners are not Insensible of the contempt shown by the strect-car companies for the laws by whose grace they exist. The stat- tory provision that these companies shall be sponsdble for the repairof the street pavement for the space between the outer walls of the tracks, And for a distance of two feet adjacent thereto, 13 as plain as English words can make it; yet there ‘Rot a company that pretends to do lisduty In the premises. The condition of the crown of the Foadway in some of our leading thoroughfares 19 disgraceful in the extreme. It would not be toler. ‘Sted in any European city where tramways are In Use. There fs no reason why it ad be treated here with more lenity. Great gullies fringe t rails on either side, serving as storage reservoirs for dust and fith in dry weather and for muday ‘water and filth in wet, and adding to the discora- forts and pertls of crossing the tracks with ordin- ary vehicles. The Commissioners have directed attention anew to the law about repairs, and com- Ipaaded the corporations to obey it. They have iso directed that hereafter, in repaving the two feet adjacent to the outer walls of the tracks the granite blocks shall be used only on the side where an addition: horse is necessery. This reform will be welcomed dy the people, but it does not go far enough. Every T rail in the city streets ought to be pulled up to-morrow, and replaced with a grooved rail, such as 1s used in the principal cities of Europe and in several parts of our own country. The wear and tear on carriage springs and wheels, to say nothing of human nerves, would be bad enough If, 4m crossing a car track, there were only the stqne dallasting to go over. When to this Is added four protruding rails, the nuisance becomes unendur- able. The rights of the community seem to be Well enough protected by the law, if the District government will vigorously ¢ — It will always be remembered to the honor of the late Justice Woods that, both as a maker and ‘Asan expounder of laws, le divested his offietal ‘work wholly of partisan bias. Whiie serving asa | member of the Ohio legislature, in the winter of | 1860-61, he was the leader of the democratic si Of the lower house, and was called upon to shape & policy for his party on important measures bear- 4ug on the then impending civil war. Among t Dilis introduced was one by the republicans for the Purpose of appropriating a large sum of money for | military expenses, and committing the State irrev- | eably to the Union cause. It was the fatent of | some of the republican managers to make partl- | ‘san capital by pushing this bill through under a suspension of the rules. They were argued out of ‘Unis notion by Judge Woods, who assured them that, whereas he did not believe the democrats could be brought to the stpport of the bill by | “railroading” methods. he could carry them with him in its favor if 1t were handied In the usual way, with plenty of time for consideration. His suggestion was followed. and the Judge worked among his associates with such effect that the ‘vote of the house went forth to the country as | Amcontestible evidence of the loyalty of the State. In 1876-77, although then a republican cfreuit judge for the fifth circuit, including the districts | Of Louisiana, Georgia, South Carolina and other | Southern States, he preferred not to be entrusted | ‘with the decision of the case of the South Caro- luna state canvassers, which was practically to settle the Tilden-Hayes presidential contest, so | keenly was he sensibie of the necessity of abolish- ing political considerations from his mind. For ‘Unis reason another judge was sent into his circuit Ww relieve him of the case. It was, therefore, an | quinent tribute to bis fairness when President ‘Hayes, whose fortunes were in the balance which Judge Woods had refused to hold, raised him to ‘te seat on the Supreme Bench which he has just quitted, crowned with the hearty respect of his fellow-citizens, $$$ In order to allay the tumult, Col. Oberly, of the Civil Service Commission, has’ kindly come to the front with sundry additional explanations and to which the public would not be at all entitled at this time, were it not essential to stop the stampede. It seems as it this sedative ought Ww be effectual In insuring some rest to the wearied nd worried brains that have been so foolishly Milled with fear.— Washington Post. It is perhaps condescending in Col. Oberly to Vouchsafe these additional explanations to the “scared dogs” of clerks, but it 1s not apparent why | they are not “entitled” to this enlightenment. ‘When the Civil Service Commisstoners promulgate & Dew set of rules that a “prominent official,” concerned in their adoption, declares, as stated in the Baltimore Sun, were designed tw “weed out” the vast quantity of dead wood in the Departments; and which rules, also, adepartment Official in @ position to know, the Sun sald, esti- mated would if strictly carried out “throw at least seven-eighths of the old government em- Ployes out of their positic: when these rules | ‘Were thus construed by those concerned in | thelr concoction, or who were in a po sition to know how they would work, Mt was quite time for Mr. Overly to rise and ex- Piain, abd keep on rising and explaining until they are explained out of their discreditabie existence, —_—_—+-=——_ Only one juror was accepted yesterday for the trial of Jacov Sharp, out of fifty-four talesmen examined. Talesmen are dismissed as unit for Jury duty if they have already formed such an ‘Opinion of the merits of the case as cannot readily ‘Be changed by the evidence produced in court. It 4s not surprising that fifty-three out of ntty-tour | of his feliow-citizens have made up their minds | What maaner of man Mr. Sharp is. Neither is it strictly fattering.
