—_—_ ae ; THE EVENING STAR: WASHINGTON, D.C. FRIDAY, APRIL’ 29, 1887—WITH SUPPLEMENT. THE EVENING STAR. WASHINGTON ‘be Evenizg Star has a rexalar. permanent vous Sde daily cireulation more than treble that ef any other daily paper published in Washington, and much greater than that ef all the other daily papers here added together- SE ee THE STAR cannot undertake to preserve or return rejected communications. Contributors whowish to possess their manuscripts, J un- used, should keep a copy. Sar Matter of whatever character intended for publication must, {/ ils appearance the same day ts demred, reach the aifice not later than 12 e'elock noon, §8™ No attention paid to Anomymous Letters or Communications on any subject. Advertisers will serve their own purpose best, and st the same time wreatly accommodate THE Stan, if they will send in Vefore noon to-morrow Their announcements for the extrs large edition of Saturday's paper, the forms of which must be sent to press much earlier than on the other five days of the week. see President Adams explains more satisfac. torily than President Huntington, so far at least as the investigating commission and the public are concerned, He does not smirk and chuckle at the idea of spending forty ‘thousand dollars a year in educating Congress and the people of Washington to a proper understanding of the practices and purposes of Pacific railway company. If we were to take what Mr. Adams does not know of wrong-doing by the Union Partfic company, and count it a8 50 much positive knowledge of the company’s right- doing, 1t would make the corporation in question @ shining monument of virtue, In all candor, ‘Unough, It does seem ‘the Union Pacific should have been the object of so much popular suspicion within the last few years, if there were nothing tn Its conduct to merit such a sentiment. ‘There mey have been the odor of Jay Gould’s occupation still lingering in its atmosphere. ‘There may have been something deleterious tn tts relations with its wicked partner, the Central Pacific. Whatever the reason, the suspicion cer- tainly was there. It pervaded the halls of Con- gress, and is reported to have caused scenes of excitement In the committee rooms, If it was ‘unjust, let us hope that Mr. Adams will be able to show this to the satisfaction of the investigating commission and of the public. ‘The Union Pacific 4s too noble a property to be made a butt for cheap polltical sensations or the foot-ball of stock ex- — 0 If the coke-miners of the Connellsville district ‘want to damage the general labor cause tothe ‘utmost extent of their power, they are taking a swift and sure means of doing it. The miners, some time ago, demanded an increase of 20 per cent In their Wages. ‘The operators proposed a compromise on 5 per cent to save trouble, but the men refused this, and it was agreed to submit the question to arbitration. After hearing both sides, the umpire has decided that, as the operators were not getting any higher prices for their coke, 1t was unfair that they should be compelled to pay higher wages to their miners. Against this de. cision the men have revolted, and now threaten a general strike. Their folly ean be accounted for only by the reflection that the coke-diggers are about the most ignorant classof unskilled laborers in the country, and that ignorance is proverbially shortsighted. In arbitration les the best hope of the labor eause for future reforms In its interest. But if it once shall come to de understood that working- men cannot be trusted to abide by an award in- ‘vited by, themselves, those employers who are really tyrannical in spirit will have a good excuse for refusing to enter into any peaceable treaty on equal terms with their men. Fair play—the real thing—is a jewel; but the so-called fair play which is fair only when it favors one side ts the worst kind of a sham, whether capital or labor be responsible for it, ——— ‘The suggestion of the State Department that 1t ‘will continue lo pursue a temperate course In the negotiations with Great Britain concerning the ‘Canadian fishertes, in order to avoid taking a post- ‘Yion Which will prevent the Government from preserving the right of the United States to the exclusive enjoyment of the Alaskan fisheries, should, in one aspect, be favorably recetved. The Alaskan seal-fisheries are far more valuable than ‘the Canadian in-shore fisheries, and throwing them open to the world means their speedy destruction. ‘While the headland theory 1s maintained against us by England in Canada, we may require that nation to observe the same theory in our favor in Alaska. But how will the vigorous demand that Canads extend to our citizens the ordinary hes- pitalities of civilized nations, under threat of re- laliation, interfere with our protection of the seal- lisheries? Is it proposed that we take a lesson trom the Canadians and refuse food and water, and sheiter, if shipwrecked, to English vessels sus- pected of an intention to steal Alaskan seals? ‘vnat would be retaliation in kind, with a venge- ance, oo Buffalo Bill, who has already figured in one of ‘the English newspapers as “a distinguished mem- ber of the Western American parllament,” 1s Dooked for a dinner to-day with one of the law- makers of the mother country. Whether our British cousins have learned anything from expe- rience since the facilities for international travel have become so extenatve, it 13 hard to say; but ‘twenty years ago Mr. Cody would have been igno- mintously snubbed as an !mpostor if he had dinea at a private tabie in London and failed to prove his dental origin by picking bis teeth with a Dowie-knite or insisting on a “whiskey straight” Defore soup. AS a matter of fact, the redoubtable Willtam would only need to exchange his som- brero for a chimney-pot hat, “Cut his curly hair, aud stick an eyeglass in his oceu- tar in order to pass for as elegant a gentleman assome of the sprigs of British nobility who have favored America with their visits and written tiresome ‘books about our people, a ‘The Michigan legislature has expelled Dakin, the dirtcheap “explainer,” who bargained away his teliow-members’ votes on the Saginaw charter at $5 and $10 apiece. ‘The position of the members ‘who were treated by Dakin as stock in trade ts ‘understood to be, frst, that Dakin’s scale of prices 13 an audacious attempt to bear the “explanation” market, and should be discountenanced as tending Yo bring the Michigan legislature into the disre- pute of cheapness ; ‘Second, that they were hardiy, ‘on speaking terms with Dakin, and his proposed sale of them was an almost inexcusable personal Liberty; and, third, that their votes are not for sale, at any priceor by any man. The investiga. lion seems to have mirched no one but and the Michigan legislature ts well rid of him, ‘The Standard Ot1 monopoly has not gobbled the whole of the Pennsylvania Tagislavure, but te hag got as much of that body as it needs for pres- ‘ent purposes, Besness Sorss.
