THE EVENING STAR, |To.Moszsow Mozxme WASHINGTON: ‘The Evening Star bas a regular. permanent dena fide daily cireslation mere than trebie that of any ether daily paper published tn Washington, and much greater than that of all the other daily papers bere added _ together. whowish to possess their manuscripts, ¢ un- Used, should keep a copy. "2" Matter of whatever character intended for publication must, ¥f its appearance the same day ts destred, reach the affice not later than 12 o'clock noon, §_ No attention paid to Anonymous Letters oF Communications on any subject. ‘Yesterday was Calhoun day for exctted and tn- terested Charleston, and this is Calhoun day for the rest of the country, which in every State and county 1s now recetving newspaper discourses ‘upon Calhoun and a Tanging in charac- ter and tone from the bitter denunctation of the South Carolinian at the Grant memorial services in thiscity last night as the “Judas Iscariot of his- tory” to the appreciative and eloquent eulogy de- livered by Secretary Lamar. Inthe rush of to-day hot much time can profitably be consumed in a discussion ®oncerning the soundness of Calnoun's Views on the subject of States’ rights and nuilifl- cation. Most people will view them as political herestes, exposed as such in hig Iifetime in spite of the ingenuity and logical skill with which they were defended; though most wil admit that he ‘was thoroughly honest in his convictions, But ‘the question has now only an abstract interest. ‘Phe union of States 1s the Unton, and nullification 13 without defenders, The war settled all that, even to those whom argument left unconvinced. As to Calhoun'’s intellectual strength there can be no dispute. Personally, he was admirable m dig- nity of character and in a purity of life which, un- like that of some of bis great cotemporaries, was beyond reproach. Secretary Lamar brings out the fact that Cal- houn Was a strong advocate of civil-service reform, and quotes from im a vigorous degunctation of the evils of the spoils system, in which (as a sam- ple) he says: “When the practice was reversed, when offices, instead of being considered pub- lic trusts to be conferred upon the deserving, were regarded a8 the spoils of victory, to be bestowed as rewards for partisan ‘ervices without respect to merit; when it came tobe understood that all who held office, held by the tenure of partisan zeal and party service, it is easy to see that the certain, di- Tect and inevitable tendency of sach a state of ‘things {3 to convert the entire body of those in office into corrupt and supple instruments of ower, and to raise up a host of hungry, greedy and subservient partisans, ready for any service, Rowever base and corrupt.” Calhoun was evi- dently sound In his views concerning civikservice reform, if not concerning the nature of the Union, and mugwump Massachusetts, with Webster's words in memory and Its present teachers of civil service reform in view, will doubtless be the first to make the discrimination and to find something to praise as well as to blame in the opinions of the southern logician. a From Minnesota, Pennsylvania and Connecticut have come protest against the suspension of the Jong and short haul clause of the interstate com- merce law, on the ground that such suspension 1s ‘of no benefit except to the carriers, and is positive. ly injurious to the shippers, who represent the public generally. This fact shows the folly of Jumping too hastily to conclusions. A day or two ‘ago the newspapers were full of suggestions, some ‘editorial and some communicated by readers, that ‘the law was a failure because nobody seemed anxious for {ts enforcement, while every mail Drought to the commissioners petitions for its Practical abrogation. These critics made the com- mon mistake of supposing that resistance can pre- cede assault. There canbe no resistance till there 4s something to resist. If the law had been put ‘Promptly into operation, and no one had com- plained of its hardship, there would have been no demand for its defence. The attacks having been made trom several different sides, it now remains for the people who beileve in the 1sW to insist of its enforcement, and to show that it subserves the ‘welfare of the many, even if ft does give some grounds of compiatnt to the few. —$ $< The sensational story about the plot of Cuban Drigands to capture Senatcr Sherman while on his recent pleasure trip may not have been without some foundation in fact. The seizure of a local planter and his detention for a ransom of twenty- five thousand dollars are proof that the banditti of the island are not lacking in enterprise, If they considered a mere grower of sugar of tobacco ‘worth twenty-five thousand dollars, how much better price would these greedy feliows have ex- acted for a candidate for the Presidency of thé Tntted States, an office whose salary for a single year would redeem two planters! The brigands iafght nave gone further in search of @ prize and fared worse. Mr. Sherman had engagements to talk protection in on¢ place and polities in ap. other on his way home, and as a man of honor hé ‘would rather have paid almost any sum for his iMberty than break faith with his constituents, ‘The belief that such a plot was concated dues perhaps too much credit to the mtelligence and general information of the ‘Dut from uo other point of view 1s the idea incredible, <= Peace hath her maiming accidents not less re nowned than war; and to the other onéarmed servants of the goverament has now been added a new recruit, in the person of a gunner who suffered his dismemberment while fringa salute in honor of President Cleveland. The patnfut casualties resulting from such causes are 90 fre. quent that It seems as if one of the pitlanthrople societies ought to take upon itself the task of abolishing the senseless form of rejoteing with gunpowder. Nobody, probably, would te moré ‘Dusiness of a local newspaper, has and his wife discovers that he tra bee pas jmuatrimonial addresses to a youyg woman in one of the suburbs, under the guiss of an unmarried mam. His case should be a warning to other Walking delegates not to wale too far. <a The recent disbanding of the anarchist “groupyy 1m Chicago 1s now represented as a mere prelim! nary to more secret and effective organization with a grand uprising and revotutton in 1889 in view. Instead of disbanding of theif own accord in good faith at this time, they prefer to be dis- banded viciently and rndety on the occasion of ‘their wonderful uprising and dowg-sitting year Perse EBxonnzss ‘May compel you sometimes to foot. ‘wear: ifs bear in mind thet no neitoot prety price there is not a Shoe iy our house but what fs made of durable material, with all-lesther sole add equa! style and St to the highest-priced shod. = THIS WEER'S SPECIAL BARGAINS IN LOW- PRIORD RELIABLE FOOTW2AR. SEVER DOLLARS ‘May seem a small amount to some people, but ites great deal of money to others. Those “others” are quite as welcome to our house as the millionaire, and their patronage is as highly valued. That is why we are offering some very good, serviceable business suits in several colors at seven dollars a suit TEN DOLLARS isthe price of our next highest suit, and at this figure we are offering avery large smort- ment of all-wool Cassimere and Cheviot Suits, insack and frock styles, and in every color from light to plain black. TWELVE DOLLARS Will purchase at our honse the choice of about 25 styles of all-wool suits, properly cut, honestly made, and perfect in fit. THIRTEEN-FIFTY Isan odd price to name for a suit of clothes, but we figure how low it’s possibie to sell our goods rather than how high a price they will bring, and we find thirteen-fifty is the price at which we can sell some lines of very handsome suits, principally in mixed colors. Quite stylish in appearance, and excellent wearing goods. FIFTEEN DOLLARS Is the popular price, however, for » spring suit; and knowing this from past experience, we have provided styles and kinds enough st ‘this pricefrom which the most critical can be ‘suited. Here are to be found colors and combi- nations of colors, plaid and stripes, and in fact everything which thorough knowledge of the People’s wants tells us will be in demand. We'll stake our reputation on the correctness of style and perfect fitting qualities of these suits, and, what's more, we'll guarantee the price and quality. HIGHER PRICED SUITS Come, of course, and we'vegot them in abun- dance, but lack of space forbids out continuing. ‘We'll talk of those with you another day.” SAKS & COMPANY, ‘THE PEOPLE'S CLOTHIERS, 300 TO 808 SEVENTH STREET.
